Analysis On Function And Orientation Of Jilin City Government In Process Of Investment Promotion

Since the reform and opening up, China has been gradually improving thetransition from the socialist planned economy to the socialist market economy. Thetransition of economic system has been promoting the rapid development of economy.Investment promotion has made great contribution on promoting economy prosperousand development, optimizing the industrial structure, promoting industrial upgrading,increasing economic aggregate and the tax revenue of central and local governments. Ithas also become a major measure for the local governments to speed up the economicdevelopment.In this papers, the methods have been used comprehensively including field survey,documentary method, case analysis and experience summary to review and tease outthe history and current situation of Jilin City’s investment promotion, to analyzeimportant function of Jilin City Government and existing difficulties, to analyze the roleof Jilin City Government in process of investment promotion. It also concludes thesuccessful practices and improper measures made by Jilin City’s Government ininvestment promotion and demonstrates the necessity of transformation from leadingrole to the service function. At the same time, the explorations and suggestions havebeen done on how to optimize the environment of economic development, how to createsuitable mode of investment promotion and the function orientation of Jilin City’sGovernment’s intervention in economic activity at the present stage.
