Affordable-and-suitable housing which aims at resolving the majority of low-andmiddle-income residents of the housing problem is a kind of commodity house with a socialsecurity nature. The ideal goals of affordable-and-suitable housing are coming to the bestusability in the premise of the economical condition. It can not only be able to meet thefunctional requirements of housing for low-and middle-income residents, but also to make iteconomically affordable. As such, the paper which uses value engineering method systemsstudies the relationship between function and cost so that it can explore the ideal targets ofaffordable-and-suitable housing.Discussion paper is divided into four parts:Chapter one, introduction. Core affordable housing policy is to solve the housingproblem in about70%of low-income urban residents, national demand for affordablehousing is very large. Solve the housing problems of low-income people should not onlymeet the current requirements of the basic functions, but there should be a reservation.Residential life is generally50years, there should be some sustainability. This article pointsout, Value Engineering analytical methods can be found in the process of building affordablehousing design flaws and irrational aspects, improve the function of affordable housing,reduce costs, achieve it solve the problem of low income housing on their own requirements.Chapter two, an overview of the theory of value engineering. This article focuses onthe use of value engineering theory applicability of affordable housing functions to explore,but must first be introduced to this method. Value engineering is a modern technical andeconomic analysis, it is the study of the relationship between the product managementfunction and cost. It analyzes the product or function as the core operations in order toenhance the value of the product or for the purpose of the job, and strive to achieve thelowest life-cycle cost of a function organized creative activities necessary to use the productsor the job requires. Value engineering, including functional analysis, cost analysis, valueassessment three organic components. By product features, costs qualitative and quantitativeanalysis to determine their relationship to scientifically determine the necessary features ofthe product, a reasonable allocation of costs, provide the basis for the creation andimprovement programs. Functional analysis can be removed by irrational function, adjust the ratio between functions, so that the functional structure of the product more reasonable.Chapter three, Value Engineering in affordable housing construction. First, byanalyzing the characteristics of affordable housing, status, find affordable housing problemexisting common problems. Secondly, based on these common problems, and the need forvalue engineering analysis, design questionnaires. Subsequently, through the statement ofwillingness to investigate low-income families, about their general functional requirementsfor affordable housing. On this basis, the use of AHP levels for each function andsub-function level functional analysis, the corresponding function coefficients. Then, from acost perspective, the occupants of affordable housing by the life-cycle cost structure dividedinto functional categories and corresponding function cost structure, and calculate the costfactor. Finally, the function coefficients and cost coefficients calculated value coefficient andthe coefficient value found by the irrational part found affordable housing design andconstruction defects, to provide reference for the improvement of affordable housingprojects.Chapter four, affordable housing based on the value of the analysis, referring to theimportance of the coefficient functions, kit space for affordable housing, the construction ofthe outer sleeve portion, environmental facilities and property management is an importantfeature suggestions.The innovation of this paper is to value engineering theory to guide the construction ofaffordable housing and the use of statements willingness survey understanding of affordablehousing for low-income functionality expectations. At the same time, the value of theaffordable housing project evaluation conducted so far have not proven the theory andtechniques to guide the set of indicators, therefore, in this study among the many difficultiesencountered, there will be certain aspects of inadequacies in problem analysis. I hope thisarticle gives the results of research studies with similar problems to provide a reference.
