Research On Public Service Facilities Of Affordable Housing Programs In Beijing Based On Resident Survey

In recent years, Beijing has conducted large-scale and rapid construction ofaffordable housing to alleviate the housing poverty of low-to-medium income families.Both achievements and problems can be seen in this effort. So it is necessary to evaluatecurrent progress and identify problems coping strategies, providing reference for futureconstruction of affordable housing.The quality of community public service facilities is a fundamental concern ofresidents. The paper focuses on the quality of public service facilities of affordablehousing, as an approach to evaluate the effect of Beijing affordable housing practice inrecent years. The paper is not only in line with the requirements of people-oriented newurbanization of China, but also responses to the hot issues of social concern.The paper first gives an overview of the development and present situationof Beijing affordable housing construction and then focuses on empiricalinvestigation of typical affordable housing programs, following with analysis to theirsocial fairness and effectiveness, from both city level and community level.The paper selected three typical affordable housing programs in Beijing forempirical study, which all built as a cluster after2007. Using field observations andinterview surveys and other research methods, the paper investigates the currentsituation of public service facilities, the characteristics of residents and their livingsatisfaction, trying to answer whether the public services coping with the basic need ofresidents. On this basis, the paper analyzes main problems and relevant constraints ofpublic service facilities of affordable housing from both quality and quantity aspectsand proposes practical suggestions to solve existing problems. In the end, the paper putsforwards fundamental goals and basic principles for the development of public servicefacilities of affordable housing and gives proposals to the future work.
