Researching Into The Corruption-risk Control And Prevention System Of Northwest Yongxin Group

State-owned enterprises, the manufacturing and managing entities which are wholly funded by the state or whose controlling interests are held by the state, are the backbone of the national economy. Due to their direct occupation and consumption of resources, and their managers’excessive centralizing power, the state-owned enterprises are always inclined to be the worst-hit area of corruption. Corruption is not only an issue of politics, but also an important issue of management. How can we prevent the employees of state-owned enterprises from being corrupted? It would be an effective measure to apply the overall corporate risk management theory to constructing a system of corruption risk control and prevention.The corruption risk control and prevention system of enterprises mainly aims to take precautions against, supervise and manage the corruption risk arising from power and its operating process. Employing the overall corporate risk management theory, this system stresses the beforehand supervision, by which such risks as abusing power for personal gains can be prevented actively and efficiently. Therefore, corruptions can be minimized, and their damages will thus be reduced. Carrying out the corruption risk control and prevention system is a significant and scientific measure of strengthening from the fountainhead the anti-corruption work within enterprises, and it is of considerable importance.This present thesis expounds the related theories of corruption risk control and prevention, and types of corruption risk, their specific forms, basic processes, methodology of research, and procedures of research as well. Taking the Northwest Yongxin Group in Gansu Province---the key state-owned enterprise---as the subject, this thesis intensively analyzes the internal environments in which Northwest Yongxin Group makes use of the corruption risk control and prevention system, and problems which are needed to be solved in anti-corruption. Through catagorizing the functions and powers of the key positions and drawing diagrams of power-operating, the Group makes clear the responsibility of each position and its power spectrum; through inspecting risks and grading positions, the Group evaluates the corruption risk of each position, and puts forward some effective measures of corruption risk control and prevention. These measures will ensure that the corruption risks can be found and solved timely so that power will be operated under supervision, businesses will be run transparently, and the Group will be operated in a steady and healthy way. Based on what are demonstrated above, the present thesis puts stress on constructing and improving the long-term systems such as the educational system, the conditioning system, the supervisory system, the penal system, and the cultural system. Therefore, a complete, scientific and effective corruption risk control and prevention system will be built up. At the end of this thesis, achievements of corruption risk control and prevention movement of Yongxin Group are presented.
