Management has always been the subject that must be given attention for enterprise development. It is bound to bring in great benefits for the enterprise if it has the rational human resources development and utilization and the transformation of human capital. Meanwhile, it will be the long-lasting motivation for the enterprise to remain in an invincible position of the competitive market.Yongxin Group is a state-owned enterprise, it has a history of more than40years. It has experienced changes in the planned economy to a market economy, and created a glorious history, and also experienced a severe test. In the new century, under the brand new market environment, the development and growth of Yongxin Group is emancipating the mind, get rid of the inherent mode of thinking and rigid operating mechanism, and actively explore the dynamic path of development. The end-result of all this will eventually return to the word of"talent".The future development of the Yongxin Group, firstly we need to look at the overall level of the existing talent, secondly we need to look at the overall level of reserve talents. The Existing talents decide the development speed and quality of the next decade, and the reserve talents decided the next30years’development speed and quality. Therefore, it means to have a strong competitive advantage if it has a strong human capital. This paper tries to identify the short board and deficiencies in human capital through analysis and research on the Yongxin Group’s Human Resources, and it gives the appropriate recommendations for improvement and measures to these short board and deficiencies. It is hoping to put forward some useful insights in order to upgrading the Yongxin Group’s human resources management.
