The telecommunications industry of china has gone into the age of three kingdoms,with the competition between China Mobile, China Telecom and China Unicom, sincethe recombination of telecommunications industry in2008and the lunching of3Glicense in2009. The resolution of telecommunications industry focuses on how to bringbenefits to people. Up to now, the homogenization competition between the threecommunication enterprises has become white-hot, and the competition becomes toevolve from price war to the quality of service. From now on, the competiveness ofoperator correlates heavily on the capability, level, and quality of service.We analyze the NN branch of China Telecom target of massive developingbroadband service under unconditional acceptance, the target and capability of installing,moving and repairing service basing on the theory of service, strategy management, andPerformance Management, and propose that the insufficient capability of offeringbroadband network port and supporting the service of installing, moving, and repairingis the major factors limiting the massive developing of broadband service. There are tworeasons inducing the insufficient capability of offering broadband network. The first oneis undercapitalization so that the stock ports cannot fulfill the need. The second one isproblems in the management system for constructing the broadband network and themanagement ability of network construction, so that we cannot quickly construct thenetwork and offer the port. Unreasonable organization, lacking of human resource, badnetwork quality and bad execution are four reasons inducing the insufficient capabilityof supporting the service of installing, moving, and repairing.In this article, we analyze in deep the current problems, suggest that theundercapitalization can be solved by optimizing the distributing model of investment;the capability of quickly constructing the network and offering port can be realized viaoptimizing and innovating the flow of network construction and improving theengineering management ability; the insufficient supporting capability for installationand moving of broadband can be solved by adjusting of the organizational chart ofcustomer support center, line upkeep center, and customer service center, and promoting the efficiency of installing, moving, and repairing; the problem of high staff flow rateand low skill of staff can be solved by analyzing the problem in human resourcemanagement; the high failure rate can be solved by reforming network; the executioncan be improved by adjusting the performance distribution, carrying out the precisemanagement of work order, improving accuracy of resource and reducing the repairingdifficulty.In summary, the insufficient port can be solved by slantwise investment andoptimizing the organization system; the supporting capability of installing, moving, andrepairing service can be improved by the measures including the optimization oforganization structure, promoting human resource, improving the quality of network,strengthening the execution. Therefore, the requirement of massive development ofbroadband service can be fulfilled, the satisfied rate of customers can be improved.
