In the report of 17th Party Congress, it clearly formulated the new subjects such as promoting the integration and development of information technology and industrialization, strengthening the construction and management of the internet culture, advancing remote education and adult education, and implementing e-government. The national information industry was given a new historical mission. At present, Chongqing Municipality was speeding up the pace at the reformation of pilot area for coordinative development of urban-rural area in order to explore a new way to solve the nationwide problem, and that needs information industry to play the full role in the coordinative development of urban-rural area, and needs internet to fully enhance the level of information industry coordinative development of urban-rural area. This provided the major telecom firms in Chongqing a great opportunity to develop broadband data services.After a period of rapid development, the development of Chongqing X Telecommunication Company had distinctly slowed down, and the extension of traditional fixed-line business had come to a bottleneck. However, with the rapid development of the global internet, we should take the great opportunity to extend our traditional telecommunications services to Internet field, and to serve as "integrated information supplier" instead of "traditional telecom operator."Based on the actual investigation on the enterprises, the author adapted the method of the integration of theory with practice and the theory of strategy management, and studied the development strategy of broadband data business of X Telecom Company in Chongqing. And this paper is to promote X Telecom Company to establish its competition advantage and keep the sustainable development in the fierce broadband business competition.Firstly, the author stated the experience of the foreign market of the broadband data services. Secondly, the author analyzed the development status of broadband business in China and marketing strategy, the external environment of broadband data market in Chongqing from four aspects using PEST, and the competition status of broadband industry in Chongqing using five forces model, and indicated the strengths and weaknesses, and opportunities and threats of X Telecom Company in Chongqing using SWOT. Finally, the author proposed a Overall cost leadershipstrateg strategy and differentiation strategy according to the above study of competition status of Chongqing X Telecommunication Company.
