Study On China's New Rural Pension Insurance System

In recent years, ageing population trend is becoming obvious in China, the pensionissue has become an important social problem. There is a huge population in China’srural area, and a large number of young members choose to work in cities as migrantworker, leaving a large number of elderly home alone, making the rural pension issueparticularly conspicuous. Since21st century, to solve the increasingly seriousproblems of rural pension issue, China began to explore and bring forth new ideas inthe rural pension insurance system. As the core and an important part of the socialsecurity system, the new rural pension insurance system plays a crucial role in dealingwith the new challenge of rural pension issue. When implementing the system,problems aprear at the same time. On that account, consummating the new ruralpension insurance system is of great significance. The paper is divided into theintroduction and five parts, analyze and research the new rural pension insurancesystem thoroughly.The introduction is mainly about purpose and significance of doing the research ofnew rural pension insurance system; discourses documents about the rural pensionissue; define related concepts of social security and pension insurance about the newrural pension insurance system; explain thinking and method of this paper simply.The first part expounds relational theory about the rural social pension insurancesystem in roughly, briefly review social security issues; analyze core position ofPension insurance in the social security system; comb the experience of othercountries about building the rural pension insurance system.The second part discourses the necessity of building the new rural social pensioninsurance system. The important reason of building the new rural pension insurancesystem is dealing with the new rural old-age challenges and original rural pensioninsurance system can not continue implement.The third part elaborates the newly established rural social pension insurancesystem, at the same time expounds principle and goal of the new rural pensioninsurance system. In2003, some Chinese provinces began to explore and innovate the rural pension insurance system, after2007, began to establish experimental sites in awide range. At present, the new rural social pension insurance system were initiallyestablished, the goal of this system is dealing with serious rural old-age problems.The fourth part explains the main content and features of the new rural socialpension insurance system. Comparing with the original rural social pension insurancesystem, the new rural social pension insurance system possesses more sociality,higher level of protection and more stringent capital management.At the end, the thesis analyzes the problems exist in the new rural social pensioninsurance system, raising main ideas for further completing the system.
