Explorations Of Establishing The Rural Social Security System

Social security system plays a key role in achieving social equity, protecting the basicrights of laborers, promoting the development of the economy and the progress of society. It isthe requirement of the market economy and a means of resource distribution.In the past, researchers focused mainly on urban social security system, while paid littleattention to rural security system.By analysing the problems lying in the rural security systemand refering to the experience from foreign and domestic countries, I focused on theestablishment of rural social security system suitable for the situation of our country.With the development of the process of the urbanization, the change of rural economystructure ,the affection of population policy and the ageing of the rural population structure,the farmers' request of the social security organized by government becomes more urgent. Itwill be a hard work to establish the rural social security system in the countryside .But it willbe of great significance in theory and reality for the construction of the socialistmodernization with Chinese characteristics, for the perfection of the socialist market economystructure, for the coordinate development of the rural areas and construction of a well-offsociety. Facing with the actual requirement,this article gives a further introduction of thehistorical and current situation of the social security in rural areas, and finds the mainproblems. Then it analyzes the necessity and feasibility of strengthening the social security inrural areas. At the same time considering the economic level in rural areas and by refering tothe exercise in the world ,I put forward a concrete act of establishing the social security inrural areas from the point of the government's function.Its main content is establishing acomplete social security system with multiple source of funding that provides for theestablishment of multiple insurance system for different groups. Furthermore, the emphasis should be on making the urban social security systemcontain the farmer workers. The major parts of the rural social security are pension insurance,cooperative medical insurance and minimum living system in rural areas. In order to completethe rural social security,we should make the subject,the system of funding,administrativeauthorities and the system of supervision over social security clear and effective. Bystrengthening family security and establishing a system for both urban and rural residents, wecan insure the development and stability of our society.
