Nanping City Center Building In The Village Situation And Countermeasures

China is an agricultural country which has five thousand years of cultural historyand a large population. At present, the rural population still accounts for the vastmajority of our population. Reality shows that it’s very important and necessary todo research on China’s rural development. The virtuous development of thecountryside plays a vital role in promoting the development of national economy andmaintain social stability. Since the fifth plenary session of the Party’s16in2005when the Communist Party of China put forward major measures to build a newsocialist countryside for the first time, the previous government work reports alwaysput the new rural construction as the key point of rural work. The central villageconstruction as the main part of the new rural construction, the planning andconstruction to solve the "SAN nong" problems and building a well-off society in anall-round way has very important strategic significance.This paper choose to study on the Nan Ping’s practice on the central villageconstruction, then we try to provide some decision-making reference aboutreasonable layout for the central village construction and perfecting the townsystems.This paper is based on the Central Theory, the Economies of Scale Theory, the Urban-rural Integration Theory, Rural Spatial Structure Evolution.Paper describes the influencing factors and decisive principles about how to select the central village, andthen we analyze the actual situation and characteristics of the central villageconstruction of Nan Ping City. This study results suggest that the central villageconstruction of Nan Ping City Should adhere to the principles of the planning ahead,the industry supporting and the green ecology, should focus on promoting eightcategories of village construction of the suburban village, the new village, theimmigration village, the old village, the cultural village, the industrial villages, thetourist villages and the eco-village. At the same time, these analysis the typical casesof the central village construction of Liu Dun village, Pan Ting town, Pu Chengcounty, Xing Ting area of the Xi Qing town in the Yan Ping district and Xie Fangvillage, Wei Min town, Shao Wu County. This paper considers that there are someproblems such as "lacking of knowledge, implementation of the policy is not in place;lacking of overall arrangements, planning and layout unreasonable; small scalewhich can not be produce economies of scale; lacking of funds, investment is not inplace; policy is not complete; lacking of technical and management experience."Onthis basis, the author put forward some countermeasures and suggestions: furtherclarify the understanding about the central village; adjust the layout and strengthenplanning guide; multilateral financing and strengthen the industry development;make corresponding policy, format the incentive mechanism; promote democracy,and strengthen legal system construction; strengthen the guidance of experts, and soon.
