Public Sector Performance Management is an advanced management tools to improve and evaluate the performance of the public sector. Since the " New Public Management", the domestic and foreign scholars and government agencies to in-depth research and extensive application in practice. As a national import and export regulatory authorities, customs bears a "gatekeeper" and "service" duty in foreign trade. Direct customs is very important Hub departments the vertical management system of customs.Its performance level will have a direct impact on the development of foreign trade, the stability of the market order and the country’s external image.The introduction of performance management is an inevitable requirement for building a modern customs, but also the inevitable choice to achieve the strategic goals of the Customs and Excise Department in the new era.On the basis of the research on the performance management practice of domestic and foreign government departments and national customs system, the author focus on the status of the performance management of the Shenzhen Customs with the public sector performance management theory concepts and methods. From the empirical analysis of Shenzhen Customs, the author finds the specificity and difficulties inherent in the customs’ performance management. Unifies the practical work, designs the pattern of implementing the performance management, outlines the construction and overall frame for customs supervising and managing performance management system.Using Balanced Scorecard to design the performance strategic dimension.Using"Delphi Method" to define the key performance indicators (KPI) and determines departments target weight through "the analytic hierarchy process"(AHP). The application of scientific methods effectively improve the reliability and validity of the Performance Evaluation System.The Customs’ general requirements is "good supervision, good service, anti-good-risk, good team."This paper successfully Integrated it into the Customs performance management system model. I believe this paper can reflect the theoretical value of the customs system performance management practice and research, and provide some reference value.
