With a rapid development of technology and the wide spread of internet, there has been an unprecedented development in the field of e-business, which also has a big influence on the traditional business. Thus, Fujian Postal Company, an affiliated enterprise to China Post Group, has set up its branches in all the provinces, cities, and counties. However, with the change of the market environment, as well as innovation of the postal service, it becomes more and more important to seek a suitable model to transform traditional post to e-business, and to find a proper development path for e-business in Fujian Post. Since the customers of China Post are in both urban and rural areas, in order to satisfy various requirements and circumstances, it is necessary to establish a new model of urban and rural development, which could accelerate the expansion of e-business.This paper studies the development model of e-business in Fujian Province. Several research methods are implemented, including literature survey, comparative analysis, and qualitative/quantitative analysis. By analyzing e-business’s actual situation, advantageous resource, core competencies, constraints, etc, it has proposed that Fujian Post must rely on internet, brands, channels and other prominent advantages, to establish the new models of e-business urban and rural developments, which are based on the comparative advantages of the cash flow, the real logistics flow and the information flow, the so called "three-in-one". Fujian Post has integrated post offices,11185call centers, postal service stations, etc through Ule website. It has established the platform of e-business, which supports Ule shopping, tickets outlets and other e-business in the one hand, at the same time, promoting the transition from traditional postal products (eg:philatelic items, newspapers’retail, postal cards, etc) to the online channels.The e-business urban and rural development model that established in this paper can provide a comprehensive e-business service to customers of Fujian Post. It can solve the major problems of the e-business1development, building up a better platform for good resources, and finally participate in the construction of the public service system in Fujian. The development model can also be generalized to the areas with similar urban geographic distribution and economic development, such as Jiangxi, Hubei, Hunan. These provinces all have developed urban areas, and relatively underdeveloped remote areas. Ultimately, the model proposed here will contribute to the development of social infrastructure and public service.
