In response to the international financial crisis in2008, stimulating domestic demand, accelerating the development of the domestic household appliance industry and promoting the new rural construction, the policy of Sending Home appliances to the Countryside was carried out by the ministry of commerce and ministry of finance。 The policy is given to the household appliance subsidies, the number is13.0%, the purpose is to activate the purchasing power of farmers。 Through the three stage of three provinces and one city、 promote to the14province、promote to the whole nation to promote, the policy implementation has achieved the desired results.At first, this paper analyzes the international and domestic background of home appliances to the countryside policies, then starting from the concept of public policy execution, respectively expounds the function and influence of public policy implementation effect in the process of public policy implementation on the main factors,object factors and environmental factors, Combined again with the present situation of implementation of household appliances to the countryside policy in switching on the rural consumption market, improving farmers’ living standards, boost domestic consumer demand across the country and in Anhui province these four years, analysis and study the effect and function of the policy on switching on the rural consumption market。And according to the research results, attempt to put forward some relevant policy suggestions of switching on the rural consumption market after the end of the policies.Statistics show that the implementation of the policy these four years have played a positive role on starting the rural consumption market, improving farmers’ living standards and integrate the production ability of related enterprises。By the end of2012, the total number of sales is298million sets,sales is720.4billion yuan. The statistical data of Anhui provincial department of commerce show the total number of sales is23.207million sets,sales is61.47billion yuan from December2008to the end of2012。Studies show that the policy did promote the consumption level and stimulate the consumer demand of rural markets in a period of time and a certain range, but if we analyze the policy itself we will find that the effect of policy on switching on the rural consumption market is not obvious. It is not only related to the deviation of policy implementation,also with many factors such as the farmers’ culture, ideas, income level, rural natural environment, ways of farmer’s news dissemination and etc. Therefore, we must switch on the rural consumer market by perfecting the existing policies and looking for alternative ways after the end of implement of policy.
