Since the development of human society to the industrial revolution, the consumption of the earth’s resources growing and caused serious environmental pollution. If we don’t change the kind of development mode, the earth’s resources will quickly dried up and the earth also will no longer be the paradise for human survival. The development of circular economy what implementation of sustainable development, high output at low consumption, low emissions and high utilization, has been widely recognized.China is a country which relative lack of resources and serious environmental pollution during the process of economic development. The development of circular economy has been an important national policy, and promote the implementation of the circular economy park throughout the country. Ningbo wanhua industrial park is a chemical industrial park what built as the goal of circular economy. After nearly10years of construction, it is been a realistic subject that how to accurately evaluate the construction achievements of reduce, reuse and recycle in circular economy. The purpose of this paper is quantitative evaluation the circular economy situation of ningbo wanhua industrial park, then make some qualitative analysis and give some suggestion,which through the establishment of a suitable evaluation index system of circular economy and base on the industrial park economic operation data.Firstly, this paper introduces the background of recycle economy, and the definition, connotation, elements of circular economy, the development of the circular economy theory, the development of circular economy in our country. Then analysis the purpose and meaning of establish a circular economy evaluation system, the selection principle of circular economy evaluation index, selected for the recycling economy evaluation index system and the method of evaluation.Next, introduce situation and achievements of Ningbo wanhua industrial park in the construction of the circular economy, and use the method of analytic hierarchy process (ahp) and standard values, evaluation on the construction of circular economy of the park in2012according to the selected evaluation index system.Finally, calculate the score of construction results of circular economy of ningbo wanhua industrial park, get the conclusion of evaluation; make a detailed analysis of current situation of circular economy in accordance with the the evaluation index between the park and Shanghai chemical industry area which has been passed the acceptance of national ecological industrial park. According to the evaluation results, analysis of problems existing in the process of circular economy park construction of Ningbo Wanhua park, put forward some opinion and the improvement direction.In this evaluation, the scoring of Ningbo wanhua industrial circular economy is 78.79points,so the park has been completed in the circular economy of chemical industrial park basically that products and by-products as a link to a swap, high comprehensive utilization of resources, environment friendly and good economic benefit. Through the evaluation, it is a beneficial attempt of the circular economy quantitative evaluation in park level, provide a theoretical basis of circular economy construction for positioning and determine the development direction of ningbo wanhua industrial park. If ningbo wanhua industrial park can achieve effective progress in the industrial chain integration and extension, opening up new materials circulation way by scientific and technological innovation, implement cleaner production and saving energy and reducing consumption, achieve stable operation in the park etc, the circular economy of the park will be on the higher level.
