Study On The Effect Of China’s Export Tax Rebate Adjustment On Internationalization Of Smes

Smalland medium-sized enterprises (SMEs) play an important role in China’s economy, the internationalization trend of "going out" increasingly highlight. However, at present the internationalization progress of SMEs is slow, it has to do with the implementary export tax rebate policy. Export tax rebate policy is one of the important means of macroeconomic control, mainly to promote export trade and optimize the economic structure, throughadjusting the export rebate rates.Therefore, it’s significant to study the effect of export tax rebate policy on the internationalization of SMEs.On the background of the transformation and upgrading of economic structure, this paper summarized the development history and status of China’s export tax rebate policy, analyzed the impact path of the export tax rebate policy on the internationalization of SMEs, mainly on the influence of the transformation and upgrading of SMEs, and its influence to the export trade of SMEs.Based on theoretical analysis, built panel data model carry on the empirical analysisaccording to China’s manufacturing industry from2004to2010, themain conclusion is to improve the export tax rebates for the transformation and upgrading of SMEs is adverse, the effects differ from different kinds of industry; Higher export tax rebates only play a small role in promotingexport trade of SMEs, and mainly focus on labor-intensive industry. According to the above conclusions, this paper from the aspects of export tax rebate policy, SMEs itself to analyse the reason, and accordingly put forward some suggestions, such as adjustthe export tax rebate policy, perfect the preferential tax policy system and financial support systemof SMEs, and implementthe SMEs’self improvement, etc. Theinnovation of this paper may be that, from the perspective of the transformation of economic structure, this papermade the unification research of export tax rebates and SMEs internationalization. It’s a new idea to study the methods of SMEs internationalization, with practical significance.
