The Empirical Study Of The Impact Of Export Tax Rebate On Export Trade

The export tax rebate system is a kind of financial subsidy means in order to enhance the competitiveness of export commodities for country.Since the implementation of the export tax rebate policy,there is a heated discussion on the role of export tax rebate policy among the academic community.Some scholars believe that the export tax rebate policy reflects the principle of tax neutral: export commodities which take non-tax price to participate in international trade,eliminating the difference between export prices to achieve equality,which is benefit to create a fair and effective market environment,so as to achieve the optimal allocation of global resources.With the gradual increasing in the proportion of China's export trade,the other scholars start a more deeply research about the effect of export tax rebate policy.They hold the idea that adjusting export tax rebates from the aspect of product structure level is consist with the national economic transformation policy,which is good for foreign trade Structural optimization in a long term,and provide help to achieve the transformation of their economic growth model eventually.How to explain the incentive effect of export tax rebate from a quantitative point of view,and how to adjust the export tax rebate policy to play its role are the topic which government and scholars concerned about in recent years.This paper analyzes the history of changes of export tax rebate from 1985 firstly and analyzes the changes of export tax rebate in recent years,and then analyzes the impact of export tax rebate on export trade from the aspects of export tax rebate affecting export cost income,export product structure and regional economic structure.According to the theoretical analysis,establishing the model of export tax rebate affects export trade,and researching the impact of export tax rebate on export trade empirically.The first is making an empirical study on the overall impact of China's export tax rebate on export trade by using the national data from 1986 to 2015 in China.The empirical results show that export tax rebate has a significant effect on China's export trade and economic growth.Secondly,selecting representative export commodities from the labor-intensive industries,"two high and one capital" industries,high-tech industries and mechanical and electrical industries,empirical test effect of export tax rebate on the export commodity structure.The empirical results show that: To a certain extent,export tax rebate policy plays a role in optimizing the structure of export industries.Thirdly,considering the regional imbalance in the development of China's export trade,the paper further studies the impact of China's export tax rebate on regional export trade by using the panel data of province in our country.The empirical results show that the export tax rebate promotes the export trade of each region in different degree.The impact of export tax rebates on the western and central provinces of the export trade is particularly significant,indicating that the export tax rebate policy can stimulate the great potential of export trade of the central and western regions.Finally,according to the previous analysis results,putting forward to some policy recommendations which will improve China's export tax rebate system combined with China's current actual situation.
