Coal industry is one of the main pillar industry of the national economy, its development change affects all aspects of the economic and social. In recent years, China’s coal industry has made rapid development and great progress, but coal enterprise talents especially structure of professional and technical personnel, there are many problems, mainly displays in:one is the unreasonable distribution, rendering a line less jobs, institutional, auxiliary post more situation, and electromechanical class became more scarce and mining engineering major. Two is unreasonable talent structure, the undergraduate course level less than professional and technical personnel, the lack of high-level talent, subtropical high above title personnel less, primary title the following personnel proportion, a line extraction personnel overall quality is low, the young and middle-aged technical personnel proportion is insufficient, the phenomenon such as ageing workforce.This paper from the macro policy of coal enterprise’s own development, industry and enterprise internal human resource management level and so on research background are introduced. Then expounds the talent, talent structure, and related theories. And then through to the case of a coal enterprise field visit investigation, grasp the condition of coal enterprise human resources information, analyzed the enterprise engineering technical personnel’s talent. By building the grey prediction model for engineering and technical personnel of the group’s structure is forecasted, and connecting with the bivariate regression equation on the affected by external environment conditions of the engineering and technical personnel has made the forecast, the demand for increasing the accuracy of the forecast. Finally, according to the enterprise human resources planning, engineering and technical personnel development of related Suggestions are put forward.
