With the increasing pace of economic construction, Tianjin which is one of the four municipalities is gradually confirmed its position as northern economic center, corresponding to economic construction, the urban construction pace is on the drive of development. And multitudinous new projects spring up one by one. The issues of environmental protection become the new mainstream because our nation vigorously carrys out the energy consumption and pollution reduction policy. The item of energy consumption and pollution reduction contains energy conservation, construction energy conservation, green lighting, water economization, environmental protection, new source and the others. Obviously, construction energy conservation is just one issue of them and has a promising market prospect.STE technology, which I work in is one small enterpriseis specializes in building energy project, strive to develop with this good chance coming, and our teams are expanding widely, at the same time, the demand for the workforce is becoming much stronger. However, it is a long time from talent introduction to talent use, it needs much energy and time, as a result, talent flow can bring a huge loss to a corporation. Then we deadly want to chang the current situation, so we bulid our special human resource system. The advantagements and the problems of our HR System were analysised by the SWOT analysis method, and by means of system reconstruction, we want to make a futhur step to bulid the Salary System, the performance management system, and then we make an outsourcing service that must via training, at that time, a human resource system of small enterprise was bulit. Eventhough the scale was not as the some size as the major corporation, the purposes we pursueed were effectiveness strong, simplicity of operation.The talented person is the enterprise's revolution blood, we ought to respect and cherish talented people. Creative communication is encouraged to make the director have more affinity, the compant must keep talented people emotionally, and at the some time it is useful to the company personnel stability. Every employee was hopeful to be sured , understood, praised, so if the director can do some detail good things, the employees will feel that they were approved by the company, and the results is that the job-hopping frequency is reduced and consequently it must make a great effect to the team spirit and work .Therefore, human resource management is not only make better welfare to the the employees which called hardware conditions, but also should think about cultural conditions which called soft ware conditions, onlyif the compant use both hard and soft tactics to creat a cherishing talent atmosphere. The whole establishment of human resources enable our small company to have more perfect administration system. The benefit makes our personnel enjoy welfare, treatment, opportunity and training as big enterprises, and it is much easier for a small company to do some humanistic care stuffs. If the company size is smaller, administrator can give consideration to everyone, the last but not the least, they can adjust the strategy which is execute by employees'characteristics, and that is one of benefits in small company.
