Research On The Construction Of Shaanxi Rural Payment Service System

As the rural payment service environment builders and promoters, in response to theappeal of the State Council on financial services to rural areas, agriculture and farmers,thepeople’s Bank of China released Guidance on improvement of the payment service environment in the rural areas, and specified the target, measures and requirements of the construction ofRural Payment Service Environment. Because of commercial bank’s business strategy of thepursuit of benefit maximization, and rural economic decentralization, and traffic inconvenience and other objective factors, they do not service the rural market actively, and the work of improvement of rural payment service environment has met with many obstacles. In this case, this paper studies the domestic and foreign payment service system in rural areas, and analyses the present situation of Shaanxi Province rural payment service system and existing problems,and put forward reasonable suggestions or reference.This thesis is divided into six parts to analyze and study the payment service system in rural areas of Shaanxi Province. First, mainly explains the background, purpose and significance of the study, and elaborates situation of the domestic and foreign payment service system, and proposes the research ideas and method. Second, introduces the related theoretical knowledge of China’s payment service system in rural areas, and sums up the role of payment servicesystem for the development of economy and the development trend of the future. Third, summarizes the basic situation of Shaanxi Province Rural payment service and details supplements of the Shaanxi Province five payment service mode. Fourth, analyses the problems and causes of the payment service. Fifth, summarizes five principles and the new idea of constructing rural modernization payment service system. Sixth, according to the local economic situation in Shaanxi Province, put forward the suggestion of the construction of Shaanxi Province Ruralpayment service system.Innovation of this thesis is, according to overall development strategy of the urban and rural, realizing the integration of urban and rural in payment service. Similarly, in accordance with the five principles to build a payment service system, by improving the payment andsettlementnetwork, and enriching rural payment service organization, innovating theinstruments of electronic payment, we can realize the integration of urban and Rural PaymentService. This is the attempt of overall development strategy of urban and rural integration. And we can provide reference for financial reform and economic development in rural areas,and the new rural construction.
