Research On The Construction Of Rural Payment System In Guyuan City

Up to 2016, the central document has been focused on the issue of "agriculture, rural areas and farmers" for 13 consecutive years. Accelerating the development of modern agriculture, increasing farmers' income and promoting the integration of urban and rural development are all inseparable from the improvement of the rural financial system. As a weak link in the development of China's financial market, the imperfect rural payment system and the huge disparity with the urban payment system have limited the construction and development of China's rural financial market to a certain extent, and also become a outstanding problem in the process of urban-rural integration. Although the commercial banks as the main participants in the rural payment system, but the excessive pursuit of commercial profit business model often have them avoid the role in the rural payment system construction should be. Coupled with poor rural financial foundation, inconvenient transportation and other objective factors, to promote the rural payment system has been the development of rural financial market problems. To this end, the People's Bank of China has issued a document specifically to promote the rural payment environment, the provision of rural financial services.Guyuan City, Ningxia Province is located in the underdeveloped areas of the inland in northwest China, and the rural payment system construction is lagging behind so that the development of the rural financial market is not long enough to plaguing the transformation and development of the local rural economy. In recent years, Guyuan City People's Bank has speeded up the construction of the rural areas of the payment system to make a bold attempt,and belongs to the national pilot units. In the promotion of rural payment system construction,it has made some achievements, but there are also some problems. In this paper, based on the relevant research literatures, this paper explores the relevant factors affecting the rural payment system construction under the SWOT model based on the conduction path and mechanism of the existing payment system. Based on the case study of Guyuan City in Ningxia, the problems in the process of the system, summed up the experience of construction in other areas of rural payment system does not provide a reference. After the analysis of the system, the paper draws the following conclusions: First, the construction of rural payment system under the government-led to deepen the payment path construction effect is better thanthe need to adhere to the effect of effective market construction; rural payment system is inseparable from rural finance Thirdly, the construction of the payment system in poor areas is a systematic and long-term hard work. It involves many interests and different regions, with long-term nature and complexity. It can not be achieved in one step. It must be balanced,Dealing with many aspects of relations.
