With the enhancement of economic globalization, international competition is becoming increasingly fierce. The competition focuses on high-tech competition represented by science and technology. High-tech industry development level has become the key factor in the measure of a country’s competitiveness. If a country wants to win in the global competition, It must vigorously develops high-tech industries. At present, compared with developed countries, China’s high-tech industry has a large gap. It is imperative for China to take effective measures to strengthen the protection and support of high-tech industries.Among these supportive means, government procurement as an effective means of promoting the development of high-tech industry has gained widespread concern and wide uses in developed countries and has achieved significant effect in practical applications. But in China, as the role of government procurement in promoting high-tech industry is not yet fully understood, the China’s government procurement has not yet introduced specific support measures for high-tech industries. Government procurement in high-tech product market lacks protection for native high-tech products. In short, due to the lack of knowledge and support policies, the role of government procurement in promoting high-tech industries has not really played out. Therefore, strengthening researches on government procurement promoting the development of China’s high-tech industries to accelerating change in the pattern of economic development and promoting improvement and upgrading of the industrial structure has important practical significanceThis paper firstly analyzes the background and significance of the study, summarizes home and abroad literatures, briefly discusses the basic theories of government procurement and high-tech industries, combs the relationship between government procurement policies and high-tech industries, introduces the successful experience of many advanced foreign countries using government procurement to promote the development of high-tech industries and analyses and summaries deep. After that, by building related indicators, establishes the panel data models of the high-tech industry and government procurement and makes empirical analysis. Finally, according to the results of empirical analysis, proposes the countermeasures and suggestions of government procurement policies promoting China’s high-tech industry development.This paper is divided into six sections. The first two chapters mainly outline the basic contents of the government procurement and high-tech industry and the relations between the two. The third chapter analyzes the current situations of China’s government procurement promoting the development of high-tech industry, advanced practices and relevant experience enlightenment of developed countries. From the beginning of the fourth chapter, based on the data of30Chinese provinces of the government procurement and high tech industry from2004to2011, builds variable intercept panel data models to explore the relationship and stimulative effect. The fifth chapter, based on the analysis of the fourth chapter, puts forward countermeasures and suggestions suitable to our nation’s situation of government procurement promoting the development of high-tech industry. The last chapter gives a summary of the full text, points out the main innovation and prospect of this paper.
