Since The Party’s Sixteenth National Congress, the Party Central Committee and State Council highlighted creating innovative country and enhancing the national capability for independent innovation as a national strategy, claiming the construction of idiomatical regional innovation system. The Twelfth Five-Year Plan proposed a strategic objective, promoting coordinated regional development and urbanization actively and steadily. Make China’s urbanization as a new impetus to development and cities become the support of the rise of China. Under this circumstance, an overwhelming trend of urban innovative construction and development swept the country. All the major cities and governments have enacted series of policies of urban innovative construction to give support to it on capital and market, which also lead to extensive researches on regional innovation system.Based on the summary of domestic and foreign scholars’researches in the concept, structure, evaluation, demonstration and phase identification of regional innovation system, this paper builds a "Four-Three Structure" operation evaluation model of urban regional innovation system while seeking defects on designation of regional innovation system and index selection as its breakthrough. This paper selects60typical cities as samples to carry out empirical study and evaluates the operation conditions of China’s urban regional innovation system. Then with deep analysis of operation hierarchy differences of typical urban regional innovation system, this paper divides its operation phases using Bayesian Criterion.This paper can be divided into six chapters. Chapter1gives brief introduction to the background and significance of this research, reviews overseas and domestic research status. Based on instructor’s previous researches, Chapter2elaborates the "Four-Three Structure" model of urban regional innovation system and its12elements from a viewpoint of city. Chapter3explains the logic of index selection and designs the operation index system of regional innovation system. It enriches researches on the urban regional innovation system which focus on the internal structure and top model designation. Chapter4and Chapter5are empirical researches of this paper. Chapter4evaluates the regional innovation systems of60 typical cities from four aspects, innovation input, innovation subject, innovation content, and innovation output. Through comparative analysis of60typical cities’ differences on structures and levels of their regional innovation systems, this chapter points out the key point of regional innovation development and divides those60cities to four levels, leading level, fast developing level, steady developing level, and starting level. Chapter5divides phases of urban regional innovation system using Bayesian Criterion, extending researches on phase identification in terms of model and measurement methods. The last part is summary and perspective.
