In recent years, with the rapid development of economy, the increasing requirement of the people’s material life level; Because of the accelerating pace of life and work pressure increased, people used to buy food time greatly reduced. As a result, the growing demand for frozen food, so the cold chain distribution center appears increasingly important role. Cold chain distribution center as a link with suppliers and customers,which occupies a strategic position in the whole cold chain distribution system. Scientific and efficient distribution center location scheme can greatly improve the overall efficiency of cold chain distribution system, reducing logistics cost. Europe and the United States and other developed countries have formed a complete cold-chain logistics system, making the loss rate of fresh food drop to the lowest in the process of transportation.In our country, however, cold-chain system is not sound, cold chain infrastructure and cold chain logistics transportation equipment is extremely backward, and it has not yet formed a set of both practical and effective distribution center location theory, these has become a major bottleneck in the development of cold chain distribution system.In order to reasonable cold chain distribution center location, reduce logistics costs, increase profits, this article only study for cold chain distribution center location problem.This article first embarks from the theory of cold chain logistics, a detailed analysis of the literature of distribution center location,this paper expounds the research status of distribution center location problem at home and abroad and puts forward the research contents and research methods of this article. Then introducing the basic theory of cold chain, namely the the definition, characteristics, basic process of cold chain. In order to make the study more targeted, this article will make the contrast for cold-chain distribution with general logistics distribution, finding the difference between the cold chain distribution and general logistics distribution, for later analysis of risk factors Then, to classification analysis the risk factors that affect the cold chain distribution center location. Then, according to the risk factors for cold chain distribution center location, establishing the risk evaluation model of the cold chain distribution center selection which based on fuzzy network analysis. And then to analyze the cost of the cold chain distribution center location, establishing the location selection model based on bi-level programming model.Finally, in this article, through the example,put the proposed model and method into practice, demonstrating the feasibility,which fully embody the practical significance of this paper.
