In recent years, thanks to the rapid development of economy in China, road construction has been enhanced, and as a result, the demand of asphalt becomes much bigger than ever. However, driven by benefit, Sinopec, CNPC and other refinery and chemical groups produce much more asphalt, which brings about server competition in this market and transfers the seller’s market to the buyer’s market. Moreover, most of asphalt manufacturers of Sinopec are located in East China and the developed areas of West China, but such areas are overlapped by the traditional market. As road construction plans have been brought forward and road networks of all levels have been completed, there is little development space in these areas. New market should be developed in Southwest, Middle and Northwest China to absorb the increasing output of asphalt. Under benefit-driven, asphalt sales of Refinery Product Sales Company should expand to the terminal market, which also comply with the requirement of Sinopec HQ.Driven by the above mentioned factors, it is critical for Refinery Product Sales Company to change its sales mode from channel sales to terminal sales step by step. To realize this goal, supported logistics system should be set up, and meanwhile, the centralized management and usage of Sinopec’s own tank trains should be fully used together with the combined logistics of road, water transportation and storage, which enables Refinery Product Sales Company to maintain the leader position in the diversified and changing market.
