Addressing the twin challenges of energy security and pollutant emission is the consensus of the process of sustainable development in our country. As a great province in economic development of China, Jiangsu has a huge demand to energy consumption and emissions of waste in the process of industrialization and urbanization. To achieve target of energy saving and emission reduction is a practice issue in this situation. Measuring the efficiency of energy using is the subject of this paper. It hopes that the scientific evaluation of total factor energy productivity could provide theoretical and practical support for government departments. So that the excessive rise of energy consumption and rapid growth of pollutant emissions can be inhibited.Firstly, this paper will describe the general situation of Jiangsu based on economic growth, industrial structure, energy consumption and pollutant emission. Secondly, based on the panel data of62counties of Jiangsu province, this paper will use non-parametric Malmquist Productivity Index to measure total factor energy productivity change (including technical efficiency, pure technical efficiency and scale efficiency, etc). Then this paper could analyze the convergence and projection of Jiangsu Province, three areas and62countries. Results show that total factor of energy efficiency growth has experienced the rise and fall of inflection point in2005due to the deterioration of pure technical efficiency, and the efficiency cities are different apparently. Secondly, this paper will use Tobit model to research the factors affecting the energy productivity:the index of nationalization and marketization level promote TFP growth significantly; technology effect of changes in industrial structure change on TFP is not obvious; and degree of opening to the outside world and energy TFP has significant reversed relations. So that this paper could give policy suggestions on efficiency improvement of energy using combined with the main conclusions of the paper.
