At present, the using hours of the large unit is low in our country, and high energyconsumption, heavy pollution of the small unit is too serious in the field of electricpower industry. High power industry pollution emissions restricts our country "一二五" planning to achieve the goal of energy conservation and emissions reduction. In view of the problems, we carry out power generation right trading in this paper. This method can effectively optimize the allocation of resources; promote energyconservation and emissions reduction of electric power industry.Firstly, this paper introduces the organization and process of the power generationright transaction under the energy saving target, and sets up practical theory model ofgeneration rights paid alternative trading. Secondly, the optimal power generationsection and the coal trading model is improved. The incremental loss allocation ofpower generation right trading is contributed to the electricity power purchasers andconverted into coal consumption quantity. It uses the improved PSO algorithm forsolving the objective function. By example analysis of IEEE14nodes system, theresults show that the improved model of power generation right trading model hasgreatly more improved than traditional model. Power generation right trading maycause system transmission congestion. In view of the problems, a model of congestionmanagement is set up in final. A simulation example was given to validate the feasibility ofthe method. The results of the study can improve the efficiency of emissions reduction.Increase the comprehensive benefit by power generation right trading. ensure thesafety stability of the system.
