Since the electric engineering are the key fields of energy saving and pollutant emission. At present, the available hours of large scale sets are generally low in our country, and the small units of the autonomous power plants, especially the small thermal power plant with high energy consumption and pollution, become the restrictive factors of energy-saving and emission-reducing in power industry development. In order to achieve the task of the twelfth five-year, electric engineering is very urgent to achieve the set goals. In order to solve the problem without the compulsion of government and arouse the enthusiasm of each department, main body of the book has established projects to study on the generation rights trade with reward substitute and its application. The works runs as follows.Firstly, analysis of the development status of captive power plant, analysis of the right to transfer transactions of captive power generation to carry out, developed self-generating power plant transfer transaction specific organizational processes. A theoretical model for generation rights trade with reward substitute is studied and put forward, respectively: the model of pursuit the maximum mutual profit without considering the trade cost and considering the trade cost, the trade model based on the coal consumption and optimal benefit, the model considering the profit of the power corporation and the mutual traders and optimal coal consumption. These models take account of the benefits of all parties, and effectively arouse the interest and enthusiasm of all participations.The established model analysis generation rights trade on the data of IEEE-14 and the results indicate that the model is correct and practical.Established a captive power generation for trading blocking management research methods can effectively be blocked to judge, and after blocking scheduling methods, and through improved particle swarm algorithm to achieve a congestion management, and by example validate the method.The research founding can increase the generation utilization hours of large-scale power generation plants, enhance the generating capacity of public power plants, improve the efficiency of power units, shut down small thermal power plants with high consumption and low efficiency, help to realize the national energy-saving and emission-reducing target, and at the same time increase the profit of power companies. and effective implementation of the power right after the match congestion management to ensure the electricity trading, the system`s security and stability.
