With the social development of economic globalization, corporate operating performance has gone beyond the product and service areas, beyond the narrow horizons of profit maximization, corporate social responsibility has become the focus of competition into the international market, become one of the key concerns which enterprise enhance competitiveness and sustainable development must focus on, for the problems of corporate social responsibility is also growing concern by the community.In2001,China launched a National Quality Award assessment work. Quality Award is conducive to the establishment of enterprises to implement the development strategy of winning by quality, help enhance their overall competitiveness. China’s development of GB/T19580"criteria for performance excellence" and GB/Z19579"Criteria for Performance Excellence Implementation Guide,"draws on Malcolm Baldrige Award, Deming Prize in Japan, and the European Quality Award for business excellence provides a standardized mode. Excellent Performance Evaluation standards emphasize enterprises should fulfill the social responsibilities in their development, and provides the basic framework for corporate social responsibility. However, for the evaluation of our social responsibility is still in the exploratory stage in country, how to build a system and comprehensive evaluation index system of corporate social responsibility is no consensus in the academic community. This article based on performance excellence model of social responsibility framework and requirements, to construct a set of corporate social responsibility is suitable evaluation system, not only established to provide guidance for corporate social responsibility system, as well as provide a scientific evaluation of social responsibility evaluation methods for the quality of corporate self-evaluation and the government, but also can enhance the Chinese enterprises in the international market competitive advantage. Therefore, research the issues that evaluation of corporate social responsibility system construction and evaluation have great theoretical and practical significance.Firstly, this article reference holds many lessons for popular stakeholder theory, social contract theory, the triple bottom line theory, as well as Chinese scholars and foreign scholars’academic research literature, and referring to the standard for performance excellence, ISO26000social responsibility standards, SA8000standard, the initial construction of the common evaluation indicators of corporate social responsibility system; secondly, based on performance excellence model requirements for social responsibility of framework, and corporate social responsibility-related outcome indicators are classified combing, refine, enrich the connotation of social responsibility, to build a high performance model based on performance excellence model of corporate social responsibility evaluation index system; again, for the evaluation system, the introduction of cloud theory, a decision cloud model TOPSIS evaluation method; finally, evaluate the selected10enterprises which apply for Yunnan Provincial Government Quality in2012, verification paper constructs evaluation system and methods.In this paper, the use of literature research, fuzzy theory and case analysis and other methods, studied on the subject of corporate social responsibility and obtained a new research ideas:(1)In this paper, the perspective performance excellence model to build corporate social responsibility evaluation system, supplement and improve the quantitative evaluation of corporate social responsibility lack of theoretical research, to promote the development of corporate social responsibility to broaden the thinking and made a useful exploration.(2) The article selected cloud model theory that is good at collecting of events fuzziness and randomness characteristics in the evaluation index system of corporate social responsibility, and combined with the cloud model theory and TOPSIS decision method, forming a better mining uncertain information Cloud-TOPSIS decision method, thus combining the actual situation of the enterprise for effective evaluation.
