Study On The Satisfaction And Influencing Factors Of Basic Medical Insurance Of Urban And Rural Residents In Jinan City

Medical insurance,as a livelihood project to protect the health of the people,has always been a hot issue of concern to the livelihood of the Chinese people.The basic medical insurance system initially constructed in China includes the basic medical insurance system for urban workers,the new rural cooperative medical insurance system and the basic medical insurance system for urban residents.In this context,Jinan's medical insurance system has also maintained this "tripod" structure for many years,slowly emerging the crux of the new rural cooperative medical system,the basic medical insurance for urban residents,and the basic medical insurance for urban workers.With the development of society and the perfection of medical insurance system,Jinan responds positively to the call of the State Council to establish a unified basic medical insurance system for urban and rural residents,and formally implements the integration of basic medical care for urban and rural residents on January 1,2015.It has been more than three years since the implementation of the basic medical insurance system for urban and rural residents.The level of development has been adjusted and improved,but some problems have arisen.Based on Heide's naive attribution theory and the research attitude of integrating theory with practice,this paper sorts out,summarizes and analyses the development process and current situation of the basic medical insurance system for urban and rural residents in Jinan,and provides background support for the follow-up study.In the study of the satisfaction degree of basic medical insurance of urban and rural residents in Jinan and its influencing factors,the quantitative analysis method is adopted.Firstly,the questionnaire data collected are input into EpiData 3.0 software,and the data are analyzed by descriptive statistics and factor analysis using SPSS 20.0.The satisfaction degree of basic medical insurance of urban and rural residents in Jinan in various dimensions is obtained.The empirical results are as follows.It shows that the main dimensions of the overall satisfaction of urban and rural residents with basic medical insurance are the situation of medical insurance system itself,the implementation of medical insurance policy,the experience of medical insurance service institutions,and the level of individualcontribution.Then the main factors affecting the satisfaction of urban and rural residents with basic medical insurance in Jinan are obtained by using multiple Logistic regression analysis.The empirical results show that the impact is significant.The factors influencing the satisfaction of basic medical insurance of urban and rural residents in Jinan are as follows: firstly,external factors such as commercial medical insurance,government's attention,the degree of unobstructed legal rights protection channels,medical insurance atmosphere and social environment;secondly,personal inclination factors such as health status and willingness to participate in insurance,etc.According to the empirical test results and the investigation of the local actual situation,this study from improving the government's attention to medical insurance,implementing the responsibility mechanism of the medical insurance department;improving the relevant laws of medical insurance to protect the legitimate interests of the insured;giving full play to the basic security role of medical insurance,building a platform for cooperation with commercial insurance;improving the experience of medical insurance of the insured and setting up a reasonable medical service.Targeted opinions are put forward in respect of designated agencies for guaranteed services.On the one hand,it aims to provide reference for the development of medical insurance in Jinan.On the other hand,it also expects to promote the process of urban-rural integration in Jinan,break the dual structure of urban and rural areas,realize the fairness of medical resources and services,and ultimately promote the development of social equity.
