As the integration process of economic is accelerating today, international capital movements are more and more active, more and more developing countries begin to invest into developed countries, one of their motivations is that they expect to obtain foreign advanced science and technology through reverse technology spillover from host country to the home country. Over years of the implementation of the "out going" policy, China, as the largest developing country, has made out a considerable scale of outward direct investment today, and its impact on all aspects of China’s economic is growing significantly. With respect to technology spillover effect, most scholars focused on aspects of foreign direct investment and international trade before, and the study on aspect of outward foreign direct investment begun late. Whether the rapid development of China’s outward direct investment can really drive to improve the level of domestic production technology, the study of this topic will achieve profound theoretical as well as practical significance.This essay is divided into five parts, and is objected to outward direct investment, to explore its positive effect to domestic technical level. The first part of this essay gives a brief introduction of the research background, the research significance, and research status at home and abroad; second part of the essay introduces theoretical basis of the reverse technology spillover from the outward foreign direct investment in developing countries, and then dissect the mechanism of spillover action and its prerequisite; part three analysis the current status and characteristics of outward direct investment in China, and the technology perusing behaviors of Chinese enterprises; part four is an empirical analysis, on the basis of a calculation of the DEA-Malmquist index as an estimation of total factor productivity, it includes empirical analysis of existence and decomposition of reverse technology spillover effect two parts; on the basis of the previous four parts, part five has made out a conclusion and gives some suggestions for China’s outward direct investment.On the basis of theoretical analysis and empirical analysis, we can draw conclusions as follows:1, China’s outward direct investment exists reverse technology spillover;2, this reverse technology spillover effect comes mainly from the R&D capital from outward direct investment in foreign;3, compared with domestic R&D investment, the impact of reverse technology spillover effects of foreign R&D capital on domestic technology level is weak;4, the reverse spillover effect of outward direct investment can be departed into two aspects, the acting force on pure technological progress and on technical efficiency, and is mainly reflected in the improvement of the level of technical efficiency.
