Research On The People’s Livelihood Audit In The Perspective Of Equalization Of Basic Public Service

The provision of public services is a primary condition and a basic function for the existence of government. China’s current social production can not meet the people’s growing material and cultural need, Therefore, one of the objectives of public finances is to provide basic public services and to achieve equalization. We can have a better understanding of the concepts and practical significance of the equalization of basic public services from the theory of public finance. The2006CCP Sixth Plenary Session of the Ninth proposed policy objectives to achieve equalization of basic public services.Over the years our government attaches great importance to people’s livelihood. Hu Jintao particularly stressed the need to attach great importance to people’s livelihood to promote the cause of building of a harmonious society in China on the communist Party of the seventeen and eighteen large. In the current, exorbitant housing prices、environmental protection education and social security that the people widespread concerned closely related to the people’s livelihood. People’s livelihood has become the hot spot of the current work of the government and society. The efficiency and effectiveness of the implementation of the Government of the Waste Management funds need to be testing and improving of the livelihood audit.Public service and civil rights are elaborated from the point of view of government and civil. Basic public services and basic civil rights are corresponding. Government spending is in order to protect the fundamental rights of citizens. As education funds is in order to guarantee the citizens’ right to education. The objective of the people’s livelihood audit is to supervise the efficiency and effectiveness of the funds, to protect the basic rights of the citizens and to protect the government expenditure to meet the needs of citizens. The implementation of the people’s livelihood audit contributes to the equalization of basic public services goals. The goal of the equalization of basic public services is the same as the goal of the people’s livelihood audit, they pursuit the social stability and long-term economic growth. From the perspective of the equalization of basic public services to study people’s livelihood audit is the same as the perspective of the protection of the fundamental rights of citizens and to achieve the equalization of perspective study of people’s livelihood audit.We can summarize on people’s livelihood audit from the audit results announcement released by the Audit, and analyze the results of the audit of the people’s livelihood and problems.
