Research On The Strategy Of The Supervison Of The Quality And Safety Of Agricultural Products In Hunan Province

Quality and safety of agricultural products related to the vital interests of people is the g uarantee of our economic development and stability of the society.In recent years, continuous pro blems of the quality and safety of agricultural products in China have drawn a wide attentio n in this field and society.Such problems as poisonous rice, clenbuterol, poison flour have se riously affected the economic development in our country and hindered the improvement of people’s living standards.Therefore, To guarantee the quality safety of agricultural products and strengthen the supervision of the quality and safety of agricultural products has become our priority.In terms of regulators, the quality and safety of agricultural products is supervised by m any regulators and there is no clear-cut boundary between their obligations so that it causes a mess of the conduction of their duties, even regulatory fragmentation phenomenon also ha ppens from time to time.Furthermore, the low quality of the personnel who indulge in agricu ltural products’ quality and safety management badly influences the effect of the supervision, which mainly caused by a lack of mechanism in the regulation.Agricultural capital regulation in our country is divided into many units, including the a gricultural property enforcement under the State Council, anti-counterfeit authorites such as industry and commerce, technical supervision, supply and marketing and the department of agriculture etc.Each agriculture department is in charge of the supervision of different agricu ltural products, including seed, soil, plant protection, silkworm egg, livestock feed, and so o n. Although ther are plenty of departments supervising the quality and safety of agricultural products, they have difficulty in coordinating with each other and implementing the responsi bilities because of the dispersion of power,leading to a shortage of supervision on the quality of agricultural products in the market.Based on the features of the agricultural capital law enforcement and current problems of a gricultural products quality and safety supervision in Hunan province, this paper aims to fin d the countermeasures of agricultural products quality and safety supervision and through an analysis of the causes for the problems,which falls into the biggest characteristic of this thesis. Taking Hunan the supervision of the agricultural products quality in Hunan for example and making an analysis of the literature, we advocate to promote efficient low pesticide residues of pesti cides, pollution-free, pollution-free additives, quality agricultural inputs such as fertilizer, an d strengthen the quality and safety supervision of agricultural products so as to establish a so und supervision system of agricultural products quality with the hope of safeguarding the pe ople’s vital interests and social harmony and stability.
