Study On Government Regulatory Performance Of Agricultural Products Quality And Safety In Hunan Province

The quality and safety level of agricultural products directly related to the quality of life of the people,affecting the health of the public health,related to the green sustainable development of agriculture in China,the central Committee and the state Council attach great importance to the quality and safety management of agricultural products.Constructing perfect agricultural products quality and safety management system is very important to perfect laws and regulations,promote the development of modern agriculture in China,increase the income of farmers,improve the competitiveness of agricultural products in domestic and foreign markets,and protect the health of consumers.Agricultural products have the attributes of quasi-public goods,the information asymmetry in agricultural products market indirectly caused the market failure,the government needs to intervene in the quality and safety supervision of agricultural products.From the perspective of the government supervision of the quality and safety of agricultural products,it is necessary to evaluate its supervision performance,according to the relevant theoretical basis,the construction of performance evaluation index evaluation system,mainly including the government economic performance evaluation,regulatory system performance evaluation and quality safety performance evaluation of agricultural products,a total of 18 secondary indicators.Through the form of questionnaire,this paper carries out an empirical analysis on the government supervision performance of agricultural products quality and safety in Hunan province,and recalls a total of 1024 valid questionnaires,and then uses fuzzy comprehensive evaluation method to determine the performance level of agricultural products quality and safety in Hunan province,the influencing factors of supervision performance are: financial input mismatch,propaganda training is less,third is the input regulation is difficult,the quality traceability system is not perfect,the fifth is the poor information platform construction.Through the theoretical analysis of the government supervision on the quality and safety of agricultural products and the empirical analysis based on Hunan province,this paper puts forward that the government supervision of the quality and safety of agricultural products in our province should define the responsibility of agricultural products safety supervision,strengthen the construction of quality safety detection ability and improve the restraint mechanism of daily supervision.
