Study On Financing Problem Of Irrigation And Water Conservancy Construction

Irrigation and water conservancy construction, as an infrastructure construction, which is related closely with agricultural production, directly affects the income of farmers and the development of rural economy, even the national economy. Because of inadequate financial support at the grassroots, irrigation and water conservancy construction financial investment can not meet the requirements of agricultural development,which has become an important factor influencing the rural economic and social development over a long period of time after the reform of rural taxes and fees. By outlining relevant literature and dynamic of the domestic and overseas financial investment in the irrigation and water conservancy construction, the present situation of financial investment in the construction of irrigation and water conservancy of Lianyuan city in Hunan province and the statistical data and investigation of Lianyuan city, this paper conducts a study on financial investment in the construction of irrigation and water conservancy and explores the innovation of financial investment in the construction of irrigation and water conservancy through drawing lessons from the experience of developed countries.The general structure of the paper are as follows:Firstly, it mainly describes the background, purpose, content and significance of the research, analyzes the research results at home and abroad, and introduces the research methods and technical route of the thesis; Secondly, it defines the related concepts of irrigation and water conservancy construction financial investment, and summarizes the basic theory; Thirdly, using the data comparison method, it analyzes the current situation of irrigation and water conservancy construction financial investment in Lianyuan city of Hunan Province, makes a comparing to irrigation and water conservancy construction financial investment between Lianyuan city and all China, and conducts a survey analysis of Lianyuan city by adopting the quantitative analysis method of DID. Then, the achievements and existing problems on finance investment to irrigation and water conservancy construction in Lianyuan city are analyzed; Next, through investing experience of irrigation and water conservancy construction investment in some developed countries abroad for reference, it presents revelations of the current financial investment in the construction of water conservancy; Finally, this paper puts forward the solutions and suggestions on the innovation of financial investment in irrigation and water conservancy construction.
