The Research Of Irrigation And Water Conservancy Infrastructural Investment In Hunan Province

The irrigation and water conservancy infrastructure as the material carrier of agricultural production,which has a very important role to construct modern agriculture、 improve agricultural comprehensive productivity、promote agricultural production、improve farmers’ living standard and protect the ecological environment, is influencing and restricting the rural economic and social development. Under all levels of government attaches great importance to the situation, further improvement of irrigation and water conservancy infrastructure in hunan province has been put into effect. From realistic situations, irrigation and water conservancy infrastructure of hunan province has many problems. These problems lead the investment of irrigation and water conservancy infrastructure to be divorced from the actual needs and missed the optimal allocation of resources. These has objectively caused the loss of public resources and seriously dragged the development of rural economic and social progress. Therefore, researching the investment realities of irrigation and water conservancy infrastructure in hunan province has a certain practical significance not only to solve the current problems of irrigation and water conservancy infrastructural investment, but also to improve situation of irrigation and water conservancy infrastructure construction.This paper firstly makes a definition of small and medium irrigation and water conservancy infrastructure, then States related concepts of irrigation and water conservancy infrastructure investment and the basic features of irrigation and water conservancy infrastructure. Secondly, introducing the investment of irrigation and water conservancy construction in hunan province respectively from three aspects:investment overall scale, regional distribution and structure distribution. And then discussed the problems of the investment. Finally puts forward some reasonably policies and suggestions to these problems, such as establishing diversified investment mechanism of the irrigation and water conservancy infrastructure、changing the land system and improving the regulatory mechanism of investment of irrigation and water conservancy infrastructure.
