Study On Water Conservancy Infrastructure Investment In Farmland In Linqu County

Along with the agricultural reform, the state vigorously implement the socialist new ruralconstruction, the construction of ecological civilization, rural civilization construction, andpromote the industry nurturing agriculture,“city financed rural”, agricultural production andfarmers living standards have improved significantly, but the gap is still widening trend tocontinue,“three agriculture” the problem is still severe. In the new situation, to speed up theadjustment of agricultural industry structure, priority among priorities to develop modernagriculture, efficient agriculture is still the current rural work, and the relationship betweenagricultural science and the development of rural infrastructure investment, especially ininfrastructure of irrigation and water conservancy investment as the key, it has importantresearch value.This paper is divided into five chapters: the first chapter systematically introduces theaim and significance of the study, analyzed the present research situation of investment inirrigation and water conservancy infrastructure at home and abroad, the main research methodshow that the technical route and; the second chapter focuses on the analysis of irrigation andwater conservancy infrastructure of public goods and externalities, are analysis of theinvestment on the infrastructure of irrigation and water conservancy in theory, the theoreticalbasis for this study; the third chapter changes and characteristics of the investment of thefarmland water conservancy infrastructure system analysis, the system inspects the evolutionsystem of irrigation and water conservancy infrastructure investment in China, extraction ofthe characteristics of investment in China’s infrastructure of irrigation and water conservancy;the fourth chapter makes an empirical analysis on the Linqu County water conservancyinfrastructure investment, from investment fields and so on, and the factors which restrict theinvestment process problems; the fifth chapter: Combined with the actual situation ofLinqu, put forward to strengthen the farmland of Linqu County water conservancy infrastructure investment advice.The innovation of the paper mainly includes three aspects as follow：First, the characteristics of the irrigation and water conservancy infrastructure investment,which pays more attention to the diversified investment and financing mode; pay moreattention to the optimal allocation of water resources and utilization efficiency; three paymore attention to the economic benefits, social benefits, ecological benefits unity; pay moreattention to the dominant position of the farmers.Second, found that the main problems of basic infrastructure of irrigation and waterconservancy investment exist: insufficient investment, investment mechanism is notreasonable, investment management is not perfect, property right fuzzy etc.Third, put forward specific measures to strengthen the infrastructure of irrigation andwater conservancy investment. Including further emancipate the mind, innovate managementsystem, to broaden the financing channels, and guide the private capital to enter; to furtherrationalize the government, society, farmers in investment, management, income and otheraspects; to seize the good opportunity for the country to investment in rural infrastructure,increasing irrigation engineering construction, reform etc.
