Study On Investment Of Irrigation And Water Conservancy Construction In Tai’an

Water conservancy is the lifeblood of agriculture and the assurance of food production safety.At present,China’s construction of irrigation and water conservancy infrastructure was relatively backward,to some extent,limited the production of agricultural development.In recent years,the central file no.1 continuously focused on irrigation and water conservancy construction and proposed clearly requests.In order to avoid the serious losses of agricultural production caused by natural disasters and achieve the security,we must bright irrigation and water conservancy facilities into routine.At present,Tai’an face with a lot of real problems,such as lack of water,the weakness of irrigation and water conservancy infrastructure,lack of funds and the severe pollution of water.To some extent,all these problems restricted the agricultural development.Therefore,the in-depth study and targeted research for irrigation and water conservancy facilities construction investment problem in Tai’an have certain positive meaning to solve the problem and improve the grain output.In this article,the first part through analyzing the related theory of irrigation and water conservancy infrastructure and investment,defines the related concepts of irrigation and water conservancy facilities construction investment.At the same time,combining the development course and the present situation of water conservancy construction of Tai’an,analyzed the general situation of the construction of and the management and operation mechanism of Tai’an’s current farmland water conservancy project.In the second part,mainly according to the investment data of Tai’an’s farmland water conservancy construction project during the period of "the twelfth five-year",resulted from the investment amount,sources of funds and investment construction,analysed the investment of farmland water conservancy construction inTai,an.In addition,carried on the investigation and research about the irrigation methods,the attention and participation of villagers for water conservancy construction investment,the village committee’s current system on irrigation and water conservancy investment,consequently found out the problem about the irrigation and water conservancy construction and investment at this stage in Tai’an:lack of government investment,the investment mechanism is not reasonable,the property right is unclear,the investment management system is not perfect,lack of enthusiasm from villagers and non-governmental organisations,and analysed the reason.Finally,through the study of the system of farmland water conservancy construction experience abroad,summarized from the United States,Japan and other developed countries the advanced experience of farmland water conservancy construction,coupled with the first two parts of survey data and analysis results,based Tai’an actual,put forward the suggestions for improvement:increasing the investment scale of every investment subject,perfecting the laws and regulations system of investment,perfecting the property right system reform,optimize the investment environment,etc.
