Agriculture is the foundation of economic society. As the lifeblood of agriculture,irrigation and water conservancy holds a special position in China. The quality ofirrigation and water conservancy supply will yield a serious of profound impacts, such asthe living level of farmers, the construction of new socialist countryside and the stabilityand development in rural areas. Therefore, it is necessary for us to analysis the mainproblems of irrigation and water conservancy supply deeply. So we can provide a reliabletheoretical basis of the reference for the policy making.The arrangement of my paper is as follows. Firstly, I mainly introduce thebackground, meaning and previous study on irrigation and water conservancy home andaboard. Secondly, I elaborate the theory of public goods, externalities, property rightstheory, the main supplier respectively. Thirdly, on the basis of analyzing current situationof Hubei Province, I find there are many problems in the supply of Hubei Province. A lotof improvement can be made in respects of overall size, structure, distribution, quality andefficiency. At last, compared with the situation of irrigation and water conservancy both inZhejiang and Shanxi Provinces, I put forward the related policy suggestion involvingincreasing the financial investment, clearing irrigation and water conservancy propertyrights, ensuring supplier diversification and emphasizing on the construction ofsmall-scale irrigation and water conservancy. Only in this way can we improve the supplyof irrigation and water conservancy.
