| With the influence and guidance of the national industrial policy, Chinese PV industry has become the world’s largest producer of solar cells in the21st century. Although the photovoltaic industry has made tremendous development in the supporting of the industrial policy2011later, with the shrinking international market demand of PV products in China and The Europe and the United States impose anti-dumping duties and countervailing duties, the Chinese PV industry encounters great difficulties, and the problems in development of industry are also gradually exposing. This paper aims to find the relationship between the photovoltaic industrial policy and industry development to reveal the role of industrial policy in the industrial development process, and to provide some help for the improvement of the industrial policy dilemma.Based on the research of the photovoltaic industry and industrial policy by the domestic and foreign scholars, the paper firstly analyzes the current development situation of Chinese PV industry and the difficulties they face, and by building a econometric model and using regression analysis method to study the association of the PV industry development and industrial policies, and the model shows that the development of photovoltaic industry and industrial policy are relevance. Then the paper describes whether the government has any necessary to support the development of photovoltaic industry and why the government should make the industrial policy to support the photovoltaic industry, and by evaluating the existing industrial policy, points out that the current industrial policies have promoted the rapid development of Chinese PV industry, but there are still shortcomings:lack of independent photovoltaic industry technology innovation; the slow development of the application market and small domestic demand; no establishment of a unified industry standard system and the policy subsidy effect is not ideal and so on. Finally the paper obtains the conclusion that industrial policy has played an important role in the development of Chinese PV industry and there are also some problems on the basis of the above research, and puts forward several policy suggestions for industrial policy, hoping to provide reference for the industrial policy of Chinese PV industry continue to improve. The main structure of the paper is as follows:The first chapter is the introduction, describing the research background, significance, research ideas, contents, research methods and innovation points and shortcomings.The second chapter is the summary of related photovoltaic industry content review, respectively reviewing research related to the photovoltaic industry, industrial policy and photovoltaic industry policy by the domestic and foreign scholars, and finally summing the researches and pointing out the value of the study.The third chapter is the descriptive analysis of Chinese PV industry development, respectively introducing the photovoltaic industry, as well as the development of photovoltaic industry in China, pointing out the current plight of the Chinese PV industry, and finally using the regression analysis method to study the correlation between Chinese PV industry development and industrial policyThe fourth chapter is the reflection on the industrial policy of Chinese PV industry, firstly analyses the necessity of photovoltaic industry policy,and then evaluates the effect of the current industrial policy, pointing out the deficiency of the current industrial policy.The fifth chapter is the conclusion and policy suggestion, putting forward some suggestions in view of the photovoltaic industry’s current difficulties and problems existing in the current industrial policy.This paper maybe have innovations by using the quantitative method to analyze the relationship between Chinese PV industry development and industrial policy, and point out there is a correlation between the Chinese PV industry industrial policy and the development of photovoltaic industry. |
