Research On The Influence Of Industrial Policy On The Competitive Advantage Of China's Photovoltaic Industry

With the resource crisis and environmental pollution becoming more and more serious,to achieve sustainable development is an important goal of our current economic and social development.Photovoltaic industry making full use of solar energy which is a clean and safe new energy,it plays an important role in promoting Chinese energy structure adjustment and effectively changing the mode of energy consumption.Chinese photovoltaic industry has risen relatively late,it has developed rapidly and expanded in scale.But since the beginning of 2012,the photovoltaic market began to slump,in order to protect the domestic enterprises,Europe and America carried out the "double reverse" policy to Chinese photovoltaic industries,Chinese photovoltaic products faced export restrictions,resulting in increased cost,and photovoltaic industry was in trouble.In order to promote the development of photovoltaic industry,governments in most countries have promulgated a series of industrial policies according to the national conditions.Germany is the first country to implement industrial policies to support photovoltaic industries,and introduced a tariff online subsidy policy,the United States tends to choose tax incentives and preferential policies,Chinese government has also implemented the "golden roof plan" and other relative plans.The implementation of these policies on the effectiveness of China's photovoltaic industry development and whether the government intervention behavior on the photovoltaic industry in the international competitive advantage played a positive role are worth exploring.This is also the purpose of this paper.Therefor,this paper firstly through summarizing the research on industrial policy and competitive advantage of the existing scholars,then analyses the status quo of the development of China's photovoltaic industry and competitive advantage,and summarized our country'sindustrial policies in the light of photovoltaic industry.On the basis of theoretical analysis,in view of diamond model and Cobb Douglas production function model,using principal components analysis and the multiple regression,from the statistical data of industry and the statistics of listed companies analysis the influence of industrial policies on the competitive advantage of photovoltaic industry and its contribution.The two results show that both fiscal expenditure and financial support have a significant positive effect on competitive advantage,while the price of electricity and scientific research subsidies do not have significant effect on photovoltaic industry.Finally,on the basis of empirical analysis,to improve the competitive advantage of China's photovoltaic industry,from the two levels of government and enterprises has put forward some proposals,at the government level,the first is to continue to carry out the tax return,increasing investor confidence,the two is to establish a credit system,perfect the financing policy,the three is to adjust the price subsidies,forced corporate restructuring;to the enterprises,first is a focus on technological innovation,improve the competitiveness of the domestic market,two is the depth of excavation,the three is the integration of resources.
