Since the international financial crisis in2008, global economic pattern has met greater adjustment. The problem such as accelerate economic transformation, improve self-innovation ability, work vigorously on rising industries and reinforce core competitiveness of traditional industries, is vital for our economic development. By analyzing the causes of development of the world economy, it is known that all the industrial development is not only the result of the science innovation and market competition but also the support of human resources.The aim of this article is to improve the development of human resources, promote the adjustment of industrial structure in Bao’an District so as to forward the development of Bao’an District. Based on the present situation of industrial restructuring and human resource development of Bao’an District, this article introduces and reviews the literatures on concept and theories about the industrial restructuring and human resource development. Firstly, figures out the relationships between industrial restructuring and human resource development by qualitative and quantitative research, then spots and proves existing problems of human resources in Bao’an District, and after that, puts forward ideas about human resource development, and proposes specific measures for human resource development in Bao’an District.The innovation of this article is that it presents the relationships between adjustment of industrial structure and human resource development and analyses the problems of human resources in Bao’an District according to its needs of adjustment of industrial structure. This article also summaries the direction and focus of the development of human resources in Bao’an District. While there are also some shortcomings:Part of the analysis is affected by difficulty in collecting data due to limited time and research ability.
