The development of Blue Economic Zone of Shandong Peninsula creates newopportunities for Rizhao International Ocean City in developing marine economy. Puttingplanning first is conducive to building a sound industrial development system and conductingdynamic control on the whole investment process so as to realize better economic benefits.Through objective and comprehensive analysis and evaluation on the development oftheoretical study and cases study both at home and abroad, this paper analyzes and evaluatesthe development basis and significance of the industrial projects needed for the development ofRizhao International Ocean City, which will be of practical significance for the development ofRizhao International Ocean City.By adopting the research method for the development of marine industry, this paperelaborates the development advantages and opportunities of marine industry and predicts thechallenges and restricting factors. Then this paper makes a through analysis on the significanceof developing marine industries in Rizhao International Ocean City, which will serve as thebackground for this study.After background analysis, this paper puts forward the industrial strategy for RizhaoInternational Ocean City, chooses six leading industries according to SWOT analysis and setsdevelopment targets. Then this paper clarifies the development priority for each of the sixleading industries.Based on the industrial development plan, this paper studies the layout for the industries.According to the specific conditions of Rizhao International Ocean City, this paper sets theprinciples for industrial layout, puts forward the overall layout structure and studies the layoutfor key industries. In order to integrate the short-term and long-term development goals torealize sustainable development, this paper also analyzes the time sequence for development ofdifferent industries.Based on the above studies and analysis, this paper proposes the guarantee measures forindustrial development of Rizhao International Ocean City in terms of organizing andleadership, land and fiscal policies, financial support, talents cultivation, internationalcooperation and protection of resources and environment, and makes a series of measures toguarantee the fulfillment of goals set in the planning. This is significant to the industrialdevelopment of Rizhao International Ocean City and conducive to the sound development ofthe new area.
