Research On Evaluation Of Urban-rural Integrated Development In Rizhao City

Urban and rural coordinated development is directly related to the realization of the first "100 year goal" for the first 20 years in twenty-first Century, and it is the basis for the realization of the "hundred year goals" of the great rejuvenation of the Chinese nation in the middle of the twenty-first Century. Since the beginning of the new century,especially in the "12th Five-Year" period, Rizhao City has taken various measures to actively promote the practice of urban and rural coordinated development, and achieved certain results. However, due to the lack of objective evaluation index system, there is no corresponding answer that the level of urban and rural development in Rizhao City in the end . In view of this, this study takes Rizhao City as the object, the relevant data based on the 2011 -2015, constructs the evaluation index system of urban and rural development,the weight of each index and the comprehensive evaluation method explicitly uses AHP and principal component analysis method of combining, and completed the relevant evaluation.The main conclusions of this study are as follows:1)By building urban and rural co-ordinate evaluation system of Rizhao City, the subjective weighting method in the analytic hierarchy process and objective weighting method of principal component analysis method are combined used for the article, and completed the relevant evaluation, the economic and social planning, including overall planning,city life and environmental protection plan, a total of 5 people self rating criteria layer and 15 layer index system. The weight of each index is determined by the comprehensive method. Among them: the overall economic weight of 0.320, the overall balance of the community is as high as 0.182, the overall weight of the life of the plan for the city of urbanization and environmental protection for the total of 0.081, the weight of the masses from the evaluation of 0.180 of the weight of 0.234.2) Urban and rural comprehensive score of Rizhao City from 2011 to 2015 were 61.6 points, 62.1 points, 63.6 points, 64.4points,65.9 points, showing an upward trend year by year. In the 15 evaluation indexes, except for a few indicators, most of the indicators showed an upward trend year by year. In particular, the masses of urban and rural areas of the overall evaluation of the situation is good, certainly the government in urban and rural co-ordination efforts.3) There are still some deficiencies in the overall urban and rural development in Rizhao City. Specific performance: the income gap between rural residents and urban residents is still large. Affected by the income gap, there is a big gap between rural residents' savings and consumption and urban residents. At the same time, in the areas of education, health care, social security and information construction, the rural areas are lagging behind the cities.4) According to the evaluation results, the paper puts forward some suggestions,such as paying more attention to the income growth of rural residents, enriching rural medical and educational staff, strengthening the construction of rural e-commerce, and promoting the improvement of rural security level.This article studied the urban and rural development of Rizhao City,evaluation system, evaluation is an important part of study in this article.And on this basis, the specific combination of the urban and rural development status and main problems of analysis to put forward corresponding countermeasures and suggestions,and makes with the basis of the study and practical significance at the same time.
