For a big country with a population of1.3billion, food security has always been the focus point of food production in China. With the great support from the government to farmers, the grain output has increased steadily in recent years. However, the stability of food quantity security is not optimistic in the long term in our country. In2003, the grain production had drastically declined. Meanwhile, the world grain stocks foil to the mid1990s level. All of these sounded the alarm to China’s food security once again. With economic development and population growth, demand for food would be further expanded. However, the cultivated land, especially grain land, has presented a downward tendency year by year. This means that in order to satisfy future food needs increase in our country; we must constantly improve the input and output efficiency of cultivated land. Cultivated land resources are one of the most valuable natural resources of human beings, but also the basic material for human society to survive and develop. Shan Dong province is one of China’s most famous bases of commodity grain production. Its rich agricultural resources and location advantages are the agricultural economic base relied by economic development of Eastern China. However, because of the limited quantity of cultivated land resources, the people should select and protect resources and optimize the ecological environment for the agricultural development of Shan Dong province. In order to tapping the potential of the existing cultivated land resources, land value-added resources, and then to improving the input and output efficiency of cultivated land and sustainable agricultural development, the people have to exploiting rationally, using and protecting land resources, and relying on scientific and technological progress.In view of this, at the beginning of this thesis, it summarizes related theories at home and abroad. Investigating and analyzing the status of cultivated land resource utilization in Shan Dong province. On the basis of these, through analyses of gauging and survey, farmers’ input and output efficiency of cultivated land is discussed deeply. Firstly, In the process of measuring both the pure technical efficiency and family total scale efficiency at the same time, Data Envelopment Analysis (DEA) is applied to construct analytical model of it. According to measuring results, SPSS Model was applied to do empirical analyses of factors influencing family total scale efficiency, Secondly, through analyzing the questionnaire, revealed the farmers’input and output efficiency of cultivated land from micro level in Shan Dong province. Finally, based on these above, policy propositions are put forward to carry out appropriate scale of operation and to improve the efficiency. Specifically this research consists of seven chapters as follows.Chapter1is the introduction. This chapter introduces the research background, purpose, meaning, ideas, theoretical basis and methods of this thesis, carding a comprehensive literature review at home and abroad, on a preliminary study to define the region, as well as the preparation of this study, the technical route.Chapter2reviews the theories and concepts related to the thesis. Followed by scarcity of resources theory, externality theory, and the marginal returns theoretical to find theoretical support to the causes of problems of the input and output efficiency of cultivated land. Agricultural location theory, the theory of rational person and sustainable development theory is to find the theoretical support to solving the problem of the input and output efficiency of cultivated land.Chapter3analyses the status of cultivated land in Shan Dong province. Introducing the general situation and the problems from three main aspects including quantity、quality and the using structure of cultivated land.Chapter4sets up and discusses the indicators of the input and output. By using the data in Shan Dong statistical yearbook from2000to2010, this paper compares the indicators of seventeen cities, reflects the changing of input and output, at the same time the spatial differences both horizontally and vertically.Chapter5uses the DEA model to measure efficiency and the influencing factors. On the basis of review on Data Envelopment Analysis (DEA), this chapter constructs the analytical model of input and output efficiency. In the meanwhile the corresponding indicators system of efficiency evaluation is established production. This chapter analyzes the pure technique and total scale efficiency for farmers, and then compares them among the seventeen cities. Finally analyses the factors influencing scale efficiency based on SPSS model. Chapter6is the research based on microscopic behavior of farmers. This chapter analyzes the input and output situation of Shan Dong province from three main aspects which are characteristics of farmers, input and output situation and the willing of farmers to input. The data used is from the questionnaire survey about the seventeen cities’ partial farmers.Chapter7is the policy implications and recommendations of this research. This part recommending cultivated land resources of Shan Dong province from six aspects including the land-use structure, rural social security system, increase farmers’ income, sustainable development of cultivated land and rural education.
