| China is in the stage of a fast growth in economy and a significantimprovement of living standards, however, the regions and provinces’developments are still unbalance. To adapt to the current situation, Chinesegovernment has proposed the Scientific Outlook on Development theory. Inthe process of constructing a well-off and harmonious society, it is necessaryto promote the balanced development of economy and society with thepeople-oriented strategy. HDI which is put forward by the UNDP is a moreall-around evaluation on a country’s development and gets closer to Chinesedevelopment concept.Human Development Indices have changed profoundly in2010. Firstly, itis composed of life expectancy at birth, average years of schooling, expectedage of receiving education and GNI per capita, instead of life expectancy, adultliteracy rate, enrollment rate and GDP per capita. Secondly, the new method ofthreshold selection avoids the subjective judgment and the interference fromother countries. Finally, the algorithm is changed as well. Undoubtedly, HDI issubstantively improved.On the basis of the statistics in The Human Development Report2013,the thesis will analyze the present China and its future from the indicators’increasing, the growth in HDI, world ranking and the comparison among thefive countries in Northeast Asia. Apart from these, this paper will use the newUNDP indices to calculate three dimension numbers and human developmentindex about31provinces, in order to estimate the present situation onprovincial level from the perspective of the amount of variation, world rankingand disparity on each province. The main results are as follows: China’s human development level getsrose and approaches to the first place in the medium human developmentgroup. In the near future, China will be a member of high human developmentcountries. Above all, life expectancy at birth has already been equal to themean of high development areas. However, the economic growth iscomparatively slow, which is the most impressive obstacle for China.Undoubtedly, low GNI index causes that China falls behind developedcountries. On the other hand, it is the main superiority compared with lowdevelopment countries. In the aspect of regional development, all the threedimension indices have been improved. There are disparities on health,education, economy and HDI, but the indication becomes convergence. Inaddition, the regional human development as well as the indices formateast-middle-west different pattern.The reasons for provincial disparity are complex. First of all, geographicallocation plays a significant role. To compare with remote western regions, theeastern coastal areas have the superiority of foreign trade and investment.Objectively, geography results in the deference in regional development. In thesecond place, the national policy is another reason for the unbalanceddevelopment. In the last, disparities on economy and education are the majorinfluential elements. In the high-intermediate human development level, thedeference on economy is the main reason, while in the low-intermediate level,education is the key point. In order to enhance China’s inter-provincial humandevelopment, the government ought to persisting in boosting nationaleconomy and improving public service system, such as on health andeducation dimensions. To narrow the disparity is an impactful way to comecross the obstacles in constructing a well-off society. |
