Industrialization and urbanization are the dual tasks that China faces in furtherpromoting economic and social development in this new century. A positiveinteraction between industrialization and urbanization can bolster China to reach hergoal of becoming a "Well-off Society". In Jilin province, an old industrial base thathad been formed during Planned Economy, the speed and quality of industrializationhave a profound impact on its economic and social development. Yet, comparing tomany other provinces, the industrialization and urbanization process in Jilin has beenless extensive. A positive interaction between industrialization and urbanization hasnot evolved so far. Exploring the interaction between industrialization andurbanization in Jilin, can not only potentially provide aid in acceleratingindustrialization and urbanization, promoting economic and social development, butalso provide an example for other similar provinces in China.Industrialization and urbanization have been closely correlated with each otherand influenced by each other. In addition, a positive interaction betweenindustrialization and urbanization can reinforce the development of bothsimultaneously. While industrialization pulls the process of urbanization by providingemployment, increasing income, changing land use; urbanization supports furtherindustrialization via centralizing essential materials, forming markets, maximizing thespecialization of labor, and optimizing industrial structure.Currently, Jilin stands at the middle stage of industrialization. Since China’sreform and opening up policy, Jilin’s industrialization shows a "U" shape developmenttrend, which indicates that Jilin has been experiencing a "re-industrialization"process. In Jilin, large-scale heavy metal industry dominates its industrial structure,and while its urbanization rate has been higher than the national average, it has been growing with a slower rate. Jilin Province has formed a progressive developmentalstructure in which large, medium, small cities and smaller towns can developconcurrently; and the three major regions eastern, central and western collaborate witheach other.The interaction between industrialization and urbanization in Jilin has gonethrough the following four phases: an initial framework establishment, a front-lineinstability, adjustments according to market economy, and acceleration. By year2013,the interaction between industrialization and urbanization has not been positive:decline in industrialization accompanied by a steady increase in urbanization; highindustrialization ratio accompanied by slowdown in growth of urbanization, and bothurbanization and industrialization has been steadily declining.Constraints for the positive interaction between industrialization andurbanization in Jilin appear to be in the following three areas. First, imbalancedindustrial structure, presented by abnormal development of heavy metal industry,insufficient rural modernization, and a lag in service industries. Second, hindrancescaused by urban-rural dual economic structure, presented as limitation in land use,restriction for dual household registration, and impact of the social security system.Third, constraints in urban-rural spatial layout, showed as poor inter-regional linkage,insufficient extension of central cities, and suburb’s limitation in undertaking cities’function.To achieve positive interaction between industrialization and urbanization in Jilin,adjustments in the following areas should be considered. First, industrial structureneeds to be reasonably adjusted: accelerating the upgrade of industries, expandingservice industry, and modernizing agricultural industry. Second, the urban-rural dualeconomic structure needs to be reformed: create a new rural land use system, reformrural household registration system, and improve the social security system. Third,improve the infrastructure of suburb: promote positive interaction between the regions,increase center cities’ influences, and enhance suburb’s role in fostering cooperationbetween cities and rural areas.
