Research On Agricultural Exploitation Constraints And Market Strategy Of Non-cultivated Land In Six Northwest Provinces

With the development of economy and citify of our nation, more and more arable land resources are converted for other uses, the contradiction between plow lands and mankind is intensifying. Despite the above fact, there are still a lot of non-cultivated land resources in China which have not been exploited yet and are most widely distributed in the northwest. If all non-arable land resources in the six northwestern provinces can be rationally developed, the available space of our agriculture will be effectively expanded, the contradiction between the population and land resources will be eased, and the economic development and farmers’income in northwest rural areas will also be improved. The main contents and conclusions are as follows:(1) An introduction on the main types, distribution and, the present situation of exploitation of non-arable lands in the six northwest provinces. General types of non-cultivated land resources in the six northwestern provinces are wastelands, deserts, saline-alkali lands, in Tibet and Qinghai, there are also some cold wastelands and snowfield; exploited non-cultivated land resources are mostly sandy wastelands, the main development model is the use of non-cultivated land organic ecological soilless cultivation technology in solar greenhouse cultivating vegetables out of season, characteristic fruits as well as flowers. Products from non-cultivated lands are mainly for local consumption, and only a small part is supplied for cities in the eastern, Mongolia, Russia and Central Asian countries.(2) Analysis of restriction factors for non-cultivated land development in the six northwestern provinces. The development of non-cultivated lands in the six northwestern provinces are restricted in the following six aspects in different degrees, they are:natural resources, ecological environment, labor resources, agricultural technology, infrastructure and market conditions. Such as water shortage and uneven distribution; ecological environment is fragile, serious soil erosion; lack of labor resources and low cultural level; inadequate investment in agricultural science and technologies; transportation and logistics conditions are relatively backward; lack of market depth and exposed to market risks(3) Constructing analysis framework restriction factors of the non-cultivated land development in the six northwestern provinces, calculating the weight of constraints and ranking in the order of importance. Constraints analysis framework include6first class indicator,31second class indicators, the importance of the top five constraints is agricultural products sales rate (M5), agricultural export rate (M6), science and technology investment share of GDP (T1), agricultural market number (B8) and production market quantity (B7).(4) Analysis of the present marketing environment of the non-cultivated land agricultural products in the six northwest provinces, developing market strategies. Non-cultivated land development in the six northwest provinces has advantages such as be rich in light and heat resources, free of pollutants, suitable for large-scale operation, and the accumulation of technologies; but it also has disadvantages like be scarce of water resources, high labor and marketing costs, and large initial investment; in the terms of external environment, it has national policies’support, domestic demand growth, highlighting potential opportunities in foreign markets; while it also face environmental degradation, the origin area to enhance the production capacity, policy uncertainty and other risks. The strategic target of the six northwestern provinces non-cultivated land agricultural exploitation is to be the story base of efficient agricultural production techniques and qualified vegetables, the strategy of market development is based on domestic market, and appropriately develop central Asia markets.The innovation of this study lies in three aspects. First, studying non-cultivated land resources are consistent with policy guidance. Secondly, previous studies focused on the development of specific technologies and property rights system, while this study focuses on the development strategies; thirdly, this study builds a constraints analysis framework of non-cultivated land agricultural exploitation in the six northwestern provinces, which is the first study in this angle in Chinese academic field.
