Research On The Operation Efficiency Of Agriculture Scale In The Five Provinces Of Northwest China

Agricultural moderate scale operation can promote the division of labor and the development of agricultural specialization,it is the development requirement that leads the agriculture to improve the quality and improve the agricultural competitiveness.Agriculture in the five northwestern provinces(regions)is a typical upland area farm,and it is significant to study its agricultural scale management efficiency in promoting the synergistic effect of agricultural production in the northwest dry land area.On December 24,2015,China's central rural working conference first proposed the structural reform of agricultural supply side,which is of great significance to agricultural development.Agricultural supply-side structural reform is to optimize the allocation of various production factor resources and improve the quality and efficiency of the agricultural supply system.The existing literature has paid less attention to the relationship between the structural reform of agricultural supply side and the efficiency of agricultural scale operation.The impact of agricultural supply-side structural reform on the operation efficiency of agricultural scale is a problem worth exploring.In view of that structural reform in the agricultural supply side,this paper study the theoretical foundation of agricultural scale operation,the measurement of the efficiency of agricultural scale operation and the influencing factors.Firstly,this paper lays a theoretical foundation for the research on the agricultural scale economy,technical efficiency,agricultural input and output,agricultural supply side structural reform and premise hypothesis,etc.Secondly,I studied the current situation of agricultural scale operation in the five provinces(regions)in northwest China.The empirical study analyzed the operation efficiency and influencing factors of agricultural scale in the five provinces(regions)innorthwest China based on the perspective of agricultural supply-side structural reform.Firstly,the efficiency of agricultural scale operation in the five provinces(regions)of northwest China was measured by DEA-BCC and dynamic Malmquist model.Secondly,The influence factors of efficiency were further analyzed by using panel data tobit model from the supply side,and the following conclusions were mainly drawn:First,The DEA-BCC and dynamic Malmquist index decomposition model indicated that agricultural comprehensive efficiency and total factor productivity in the five provinces of northwest China are mainly due to the poor scale efficiency.Therefore,it is an inevitable choice to improve the agricultural scale operation efficiency of the five provinces.Second,The total power of agricultural film,diesel and agricultural machinery has a positive influence on the operation efficiency of agricultural scale.Material capital investment is of great significance to to enhance the efficiency of agricultural scale operation,It is important to increase investment in agriculture of various,swallow the agricultural production of various kinds of short board and promote the efficiency of agricultural scale operation.Third,The financial support fund has a significant influence on the agricultural scale operation efficiency.Government increasing emphasis and policy support on agriculture scale management efficiency has very important significance,Countries should increase financial support and innovation of supply side policy supporting system from the supply side.Fourth,Crop diversity has a significant positive effect on agricultural scale operation efficiency.Agricultural planting varieties of agglomeration can promote the scale operation efficiency,The five northwestern provinces should respond to a nation called on,adjust crop planting structure,improving the efficiency of agricultural scale management.Fifth,The unit seeding area fertilizer and pesticide have a significant negative effect on the operation efficiency of agricultural scale.The five provinces of northwestern should be reasonable use of fertilizers,reducing the agricultural production cost,exploring the green and environmental protection way of agricultural production and operation way,reducing pollution of environmental and promoting the development of green agriculture.Sixth,The quality of labor has no significant influence on the operation efficiency of agricultural scale.It has not a significant positive effect to the agricultural scale operation efficiency is mainly due to the laborers quality level is low in agricultural production.Therefore we should foster high-quality farmers,constructing the new subject of modern agriculture to promote agricultural scale operation efficiency.Seventh,The agricultural professional technicians of agricultural have no significant influence on the operation efficiency of agricultural scale.The science and technology innovation has not significant influence on the efficiency of agricultural scale operation is mainly due to the less in agricultural science and technology talents,It should be combined with modern science and technology to enhance the efficiency of agricultural scale operation,Science and technology innovation should be looked as the inner motive power of transfer mode,adjust structure,improve the efficiency of agricultural scale operation and developing modern agriculture,Developing agricultural scientific research personnel vigorously and strengthening the innovation of agricultural science and technology.
