Price regulation is the direct intervention of government in the market economy. Duringthe development of market economy in our country, price regulations usually appear in publicutilities which provide consumer necessities and important industry products. Priceregulations on these areas are indispensable part of a mature market. But China’s priceregulation is still in the exploration process, there are still have the problems of regulationresults deviation from regulation objective.Property right as the restriction power of people’s economic behavior, constitute themain content of social and economic life. Property relations determine the distribution ofbenefits through influence human’s behavior. Based on the theory of property right, this papermainly uses Barzel’s property right analysis method, combing the queue economic theory,attempts to study on the queue economy caused by price regulation from the perspective ofproperty right, it has important significance to further study the relationship betweengovernment and market, and to improve social efficiency and welfare.Specifically, any other standard instead of the price mechanism will produce the rentdissipation, because this standard will involve some costs, these costs themselves representthe dissipation of rent. According to the economic theory of the property right, the priceregulation to the commodity destroy the integrity of property right, the incomplete of propertyright structure cause the non exclusive income in the public domain, which lead tosegmentation and dissipation of rent.The arrangements of price regulation have the limit affection or promote affection on theproperty right, thus affect the efficiency of resource allocation and social welfare. This paperanalyzes a variety of ways of economic body to grab the rent in the public field, study on theregulation how to influence the behavior of economic body and bring what kind of economicbenefit. It is proved that the reasonable institutional arrangement can reduce waiting time andimprove social efficiency and social welfare. This paper also presents a study method on thenon exclusive income, through analysis of the interest realization mechanism of specificeconomic body, to understand the process and result of delimitation of property right in public domain, and how to optimize the process of the delimitation of property right.With the development of social economy and the progress of civilization, providing forpeople’s basic survival security is the government’s responsibility and obligation, therefore,whether in developed country or developing country, solve the education, health, housing andother basic living of low-income groups, is not only an economic problem, but also a socialand political problem. It is undeniable that, our country’s price regulations on health,education, housing play a positive role in improving the living standards of people andpromote social equity and improving people’s welfare level. But, the situation of the controlresults deviate from the goals of regulation tell us, the existing system still has room forimprovement, the incentive and distribution measures still exist defects. Based on the analysisof the definition of property right, price regulation will cause waste, so, how to realize the rentof public domain to the target beneficiaries is the point to solve the existing contradiction.Price regulation should compensation the cost of producer, optimize the allocation ofresources, strengthen the supervision system, finally to maximize the interests of consumersand the maximum of social welfare.
