Since the implementation of the Western development, especially the "bridgehead" strategy, Yunnan has entered into an era of rapid development of urbanization, industrialization, meanwhile, however, the gradual and continuing acquisition and occupation of farmland due to massive constructions has become one of the primary causes of the reduction of arable land, which consequently induces the shrinking of the size and continuous quality decline of the arable land in the Basins.The fundamental reasons for massive occupations of large-scale high-quality arable land for urban construction in the basins lie in the intrinsic contradictories existing within China’s present management and protection mechanisms for cultivated land, inadequate and unsound socialist market economic system, the insufficient function and engagement of the third participate beyond government and market, which is embodied in the market incapability of playing the prime role in allocating land resources, the partly deviation or derail of governmental actions from public functions it shall devotes to and reflects.
