Yunnan Province covers an area of383,000square kilometers, in eighth position among the provinces, cities and districts in China.94%of the area is mountainous and6%is Bazi, which intermountain basins are called in Yunnan-Guizhou Plateau, while only6%of the dam area is relied on to maintain food security. Since the implementation of the Western development, especially the "bridgehead" strategy, Yunnan has entered into an era of rapid development of urbanization, industrialization, meanwhile, however, the gradual and continuing acquisition and occupation of farmland due to massive constructions has become one of the primary causes of the reduction of arable land, which consequently induces the shrinking of the size and continuous quality decline of the arable land in the Basins.The fundamental reasons for massive occupations of large-scale high-quality arable land for urban construction in the basins lie in the intrinsic contradictories existing within China’s present management and protection mechanisms for cultivated land, inadequate and unsound socialist market economic system, the insufficient function and engagement of the third participate beyond government and market, which is embodied in the market incapability of playing the prime role in allocating land resources, the partly deviation or derail of governmental actions from public functions it shall devotes to and reflects. The Further transformation of government functions to make it gradually withdraw and quit from direct involvement in the economy, straightening out and the reasonably re-organizations of the internal relationship between government and the market, modifications and optimizations of the due role of government and the market plays in the allocation of arable land resources, government and market’s committment to their causes by abiding by rules and in their own ways respectively and the strengthening of the third engagement, are all the important components of the reform of the optimal allocation of land resources.Cultivated land resource in dam area is the foundation of natural resources in Yunnan’s social and economic development, while urbanization is the core and motive force of the economic development of Yunnan Province. There are contradictions between urbanized construction and cultivated land protection, however through certain government action, a economic regulation and the perfection of relevant mechanisms, by coordinating urban and rural development, making scientific plans, and making use of limited land resource reasonably and effectively, we can correctly handle the relationship between urbanization and cultivated land protection, guarantee the coordinated development of cultivated land resource and urbanization, and eventually get to a road of sustainable development of cultivated land protection during the urbanization of mountain land with Yunnan characteristics.Starting from the basic theory, the experience both from home and abroad in cultivated land protection during mountain land urbanization and a few basic principles, based on the analysis of current situation of cultivated land protection in Yunnan Province in the process of urbanization, this paper has studied the mechanism of government action, economic mechanism and the improvement of relevant mechanism of cultivated land protection during mountain land urbanization, and has get to a conclusion and has given certain advices.
